- The U. S. Geological Survey, Central Region Geographic Information Office has a requirement to obtain (1) 2' contours for the urbanized areas of Washington County, Arkansas (473 sq miles) and (2) digital imagery of 1880 square miles to include all of Benton County (883 sq miles - 6"), all of Washington County (960 sq miles - 345 sq mi 12", 615 sq mi 6") and a portion of Carroll County (37 square miles - 6"). Item (1)'s data will supplement the existing 1/3 Arc DEM in The National Elevation Dataset (NED) and improve it to 1/9 Arc. Item (2)'s data will be utilized in all matters related to county business, such as planning, emergency management, economic development, engineering, storm water management, utilities, etc. USGS has the opportunity to obtain this ortho-imagery from the Northwest Arkansas Regional Planning Commission (NW ARPC) at 30% for Item (1) and 10% for Item (2) of the total cost due to the contributions of other agencies and local governments toward these projects. Imagery requirements are as follows: (1) NW ARPC will provide the equipment and personnel to perform the necessary duties to complete the endeavor of updating the DEM, creating a new DTM and provide cartographically and topologically correct 2' contours with spot heights. This will be accomplished via high resolution digital ortho aerial photography as well as LiDAR data. USGS will convert the DTM and contours to 1/9 Arc DEM and ingest into NED. (2) Digital ortho products and by-products shall meet 3.3 feet (for 6 inch pixel area) and 6.6 feet (for 12 inch pixel area) horizontal accuracy at a 95% confidence level using National Standards for Spatial Data Accuracy (NSSDA). The NSSDA RMSE test will be used to verify acceptance of final products. The services and products sought by this procurement shall be accomplished under the direct supervision of an active American Society for Photogrammetry and Remote Sensing (ASPRS) Certified Photogrammetrist. The imagery must be taken in leaf-off conditions. Public domain 6-inch and I-foot deliverable product that covers the identified area in the attached footprint; True Natural Color 4-Band with horizontal accuracy that meets or exceeds 3.3 feet for 6 inch pixel area and 6.6 feet for 12 inch pixel area at a 95% confidence level in accordance with NSSDA; NAD 83 Datum; Arkansas State Plane NorthFeet; Geotiffwith accompanying world (TWF) file; USGS high-resolution DOQQ requirement. All imagery shall be delivered by September 30, 2009. Based on information available at this time, the government considers the item specified as a sole source from Northwest Arkansas Regional Planning Commission, 1311 Clayton Street, Springdale, AR 72762 and proposes to negotiate with that firm only. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services and provide considerable cost sharing are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required item stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered a non-response to this request without further consideration. Affirmative response shall be received by this office by close of business July 9th, 2009 by 3:00 P.M. Mountain Standard Time. This notice represents the Government's only official notice of this procurement.
