- Description
- Contractor shall furnish all plant, labor, materials, supplies, and supervision necessary for repair of a water tower and the installation of a post indicator valve, a hydrant, and a six-inch isolation valve, to include but not limited to sandblasting, painting, sealing, welding and structural work required to complete project as set forth in strict accordance with plans and specifications of the contract as specified in the Technical Provisions. The resulting contract will be a firm fixed price contract with a magnitude of $500,000 minimum and $1,000,000 maximum. The performance period will be sixty (60) days to include winter exclusion. This acquisition will be a Total Small Business set-aside. The North American Industry Classification System code for this acquisition is 237110 with a size standard of $33.5M. This will be a Request for Proposal (RFP), Performance Price Tradeoff (PPT) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. Tentative solicitation release date is July 14, 2009 with an approximate response date of August 14, 2009. No paper copies or CD-ROMS will be issued. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents. NOTICE TO OFFERORS: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this Solicitation/RFP either before or after the bid opening/RFP closing date. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
