Description
Project Scope: Construct a Solid Waste Management Complex at Bagram Airfield, Afghanistan. The project will be delivered using a design-build approach. The contractor will be required to perform geotechnical studies and develop the civil and final foundations designs. Concept design-build civil drawings and technical requirements will be provided. Primary facilities include a 32 ton per day incinerator (multiple units), covered storage and sorting facility, administrative facility and ash landfill. The incinerators must operate using fuel or waste oil. Supporting facilities include utilities, site improvements, pavements and drainage. The magnitude of this construction project is between $5,000,000.00 and $10,000,000.00 USD. The expected contract duration is three hundred sixty five (365) days. Plans and Specifications: Will be provided via electronic means. The specifications will be posted on a file transfer program (FTP) and offerors will be provided the web site and password for downloading of the documents. The solicitation will not be provided to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-09-R-0054 is 15 Jul 2009. Tentative date for receipt of proposals is 29 Aug 2009. A pre proposal conference/site visit is tentatively scheduled for 01 Sep 2009. Tentative date to award the contract is 29 Sep 2009.
