- THIS IS A REQUEST FOR INFORMATION (RFI) VA-101-09-RI-0203 ANNOUNCEMENT ONLY FOR PURPOSES OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUEST FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Background The Department of Veterans Affairs Central Office, (VACO), Veterans Healthcare Administration (VHA), in collaborations with the Department of Defense (DoD) and other leading professional organizations, has been developing clinical practice guidelines since the early 1990s. Guidelines for the Rehabilitation of Stroke Amputation and the Care Guide for Ischemic Heart Disease were among the first distributed throughout VHA in 1996 and 1997. Since that time, numerous other, including guidelines on Diabetes Mellitus, COPD, Major Depressive Disorder, Psychoses, Tobacco Use Cessation, Hypertension, Post Operative Pain Management, Substance Abuse, and more, have been developed and distributed for implementation throughout the system. As a result, the purpose is to establish and operate a contracted system to assist the Office of Quality and Performance and Patient Care Services as well as the Chief, Quality Management Division, USAMEDCOM and DoD develop evidence-based clinical practice guidelines. Requirements VHA currently contract with an external organization which provides analytic and education support for the development and revision of clinical practice guidelines. In order to prepare a comprehensive Request for Proposal for a new contract beginning January 2010, VHA is issuing this Request for Information. The goal of this Request for Information process is to solicit Capability Statements that VHA will use to assist in defining its acquisition strategy and identify sources able to provide the development and revision concerning clinical practice guidelines. VHA requires a potential vendor that can provide analytic and education support for the development and revision of clinical practice guidelines (CPG); as well as associated patient and provider tools, and metrics to facilitate guideline implementation. For each CPG, the vendor will orient/train Champions regarding the evidence-based approach and process, and assist the identified experts in defining the scope, objectives, timeline, and production schedule; ensuring that all appropriate clinical specialties are involved with the initiative. Interested vendors may submit their capabilities and qualifications to provide the identified services via email to Priscilla Lee at Priscilla.Lee@va.gov no later than 2:00 PM EST, July 10, 2009. Vendors are asked to provide three relevant past performance references for the capabilities identified. Include the Project title, Description of the project, Contract number, Contract amount, Government Agency/Organization and Point of Contact name, phone number, and email address. If the interested vendor holds a current GSA contract, please identify Schedule and Contract number. Telephone inquiries will NOT be accepted. In addition to the provision of Capabilities Statements, an Industry Day(s) will be held to provide interested vendors a forum to expand on their capabilities in a direct conversation with Government officials. All vendors interested in participating in Industry Day shall respond before July 14, 2009, and contact Jacqueline Bartley at Jacqueline.Bartley@va.gov to schedule an appointment. Industry Day will be held on July 22, 2009. It is anticipated that each appointment will be 45 minutes to an hour in length and will be held at a VA facility in the Washington DC Metropolitan Area.
