- RECOVERYThe US Army Corps of Engineers, Walla Walla District is seeking sources for a construction project entitled, Demolition of Existing Restrooms at Swallows Boat Ramp, Greenbelt Boat Ramp and Chestnut Beach. This will be a firm-fixed-price contract. Construction magnitude is between $25,000 and $100,000. The period of performance is expected to be 60 calendar days after receipt of notice to proceed. 100% payment bond or irrevocable letter of credit will be required. Summary of Statement of Work 1) Demolition: At all locations, demolish and reduce restroom to rubble. Expose a minimum of 18 inches of existing power conduit, water and sewage lines. Cap lines by temporary means to keep out earthen debris. Remove all rubble and debris, and dispose of in accordance with local, state and federal laws. Provide and install a plastic barrier security fence around the site to secure area from public access prior to leaving the construction site. At Swallows Boat Ramp onlyRemove and dispose of a sewage grinder tank (8 feet deep by 3 feet wide by 3 feet long). 2) Supply and Install: At Swallows Boat Ramp only, supply and install 1,000 gallon, dual compartment concrete sewage grinder tank with cover, and 2 each sewage grinders as met by Barnes Model SGVF2022L, or approved equivalent. Field verify the proper functioning of existing sewage piping mainline. Provide piping, fittings, float switches, electrical components and stainless steel guide rails to connect existing sewer main to the new tank and grinders. 3) Excavation and Utility Installation: At all locationsExcavate a trench for utility lines from new tank points to match new restroom configuration. A minimum of 40 feet of excavation is required to connect center of new restroom to the sewage mainline (at the Swallows Boat Ramp location, minimum excavation for this requirement is 100 feet). A minimum 30 feet excavation is required to connect the center of restroom to existing water mainline. Plumb water and sewer lines from the tanks to necessary utility stub out connections. Layout of these connections is detailed on the new manufactured restrooms drawings, and will be provided. 4) Backfill and Finished Grade: At all locationsBackfill all newly excavated areas to a flat finished grade. Provide inch minus gravel as need to install a 6 inch foundation for placement of new restroom (this requirement does not include the furnishing of the new restroom structure). All backfilled soil and gravel shall be compacted in six inch lifts using a mechanical vibrating compactor. The use of vehicle tires or backhoe buckets for compaction will not be accepted. 5) Locations: All locations are in Clarkston, Washington. Swallows Boat Ramp (2301 Riverside Drive); Greenbelt Boat Ramp (100 Fair Street); Chestnut Beach Recreation Area (947 Beachview Blvd). Contractor is required to follow the procedures in the Army Corps of Engineers Safety Manual, at http://www.usace.army.mil/CESO/Documents/EM385-1-1FINAL.pdf. This sources-sought announcement is a tool to identify concerns with the capability to accomplish the work. Only those firms who respond to this announcement by submitting a statement of their current or past technical experience (what the firm has done) and current or past performance (how well the firm did it) similar to or the same as the requirements stated above, will be used in the determination of whether to set aside this requirement. The North American Classification System (NAICS) Code for this project is 238910 and the associated small business size standard is $14,000,000.
