Sources Sought Synopsis This is not a Notice of Solicitation. The Walla Walla District is issuing this notice to determine if there are an adequate number of interested business concerns capable of providing the US Army Corps of Engineers with the following purchase requirement. The US Army Corps of Engineers plans to purchase passive integrated transponder (PIT) (134-136 kHz) tags for the next three years for implantation into juvenile salmonids for research associated with the Northwestern Divisions Anadromous Fish Evaluation Program (AFEP). A PIT tag is classified as a sonar reading tag under the Standard Industrial Code #3812 and is subject to radio frequency licensing. The two types of PIT tags needed are a glass-encapsulated tag measuring approximately 12.5 mm long by 2.1 mm in diameter and 8.5 mm long by 2.12 mm in diameter.. The tag can be coded with one of 35 billion unique codes. This information includes its PIT tag number, tagging location, organization responsible for the tagging, species, run weight, length, wild or hatchery type, marks and general health which are enter into the central database during the tagging event for each fish. Both outmigrating juvenile salmonids and returning adult salmonids pass through electronic interrogation coils established at numerous detection sites located throughout the Federal Columbia River Power System (FCRPS) and tributaries of the Columbia River Basin. Each PIT tag must provide the necessary readability, reliability, high performance, and unique code for all FCRPS detection devices in the Columbia River Basin. Each tag must meet or exceed the FCRPS PIT tag system performance testing and detection efficiency for receiver equipment (134-136 kHz range) and Bonneville Power Administration Corner Collector technology. Estimated Quantity Delivery per year: Note: These quantities are estimates only. The intent is set up a Requirements Contract (not under this sources sought) as covered under FAR 16.503. 8.5mm PIT tag12.5mm PIT tag Base Year 200,000 each2,600,000 each Option Year 1 225,000 each2,030,000 each. Option Year 2 250,000 each2,020,000.each The supplier must be able to produce and provide large quantities of PIT tags, sometimes within in a short time period of two to three weeks, in order to meet delivery dates driven by the timing of out-migrating juvenile salmonids and research activities. PIT tag delivery requirements of up to 500,000 12.5mmPIT tags or 50,000 8.5mmPIT tags within two weeks may be required. A delay in PIT tag delivery could delay research a full year with the loss of millions of dollars to the Government.
