Description
The work involves rehabilitation and reconstruction on selected roadway segments, also including resurfacing of these areas for a project total length of 3.38 miles on FS Road 22S05, Sherman Pass Road. Work includes but is not limited to the following: Un plug, clean, and recondition specified roadway drainage structures (ditches, ditch relief culverts, and overside drains; install deep patch subgrade treatments at specified sites, excavate and dispose of unsuitable excavation then install separation geotextile fabric; removal of cut slope slough material to relaim lost road width and road drainage ditches also sort out suitable borrow for haul and use as embankment material on other project sites; clearing and grubbing of designated sites with scattering of construction slash over the fill side of the roadway; reconditioning and resurfacing the asphalt roadway, and installation of a government furnished precast concrete restroom at the Visitor Vista site with concrete apron, structural backfill material. The project is located within the Sequoia National Forest/Giant Sequoia National Monument on the Kern River Ranger District. Sherman Pass Road, is located on scattered selected segments starting at Mile Post 15.25 Sherman Vista Point, with the last project site located at Mile Post 37.83. A pre-bid tour will be conducted. Information regarding the pre-bid tour will be provided in the solicitation when issued. The price range of this project is between $500,000 and $1,000,000. The estimated contract time is 200 calendar days Estimated start work date is September 8, 2009. Issue date is approximately July 14, 2009 with a closing date of approximately August 14, 2009. This project is being issued as a Cascading Set-Aside. The format for award is as follows: a. In accordance with FAR Subpart 19.13, award will be made on a competitive basis first to a responsible, eligible HUBZone small business concerns that is technically acceptable in accordance with the solicitation and submits a fair and reasonable price; or b. If the price from the HUBZone is not considered to be fair and reasonable, award consideration will be made in accordance with FAR Subpart 19.14, to a responsible, eligible Service Disabled Veteran Owned Small Business (SDVOSB) concern that is technically acceptable in accordance with the solicitation; or c. If a fair and reasonable price cannot be obtained from either a HubZone small business concern nor a Service Disabled Veteran Owned Small Business, consideration will be to make award in accordance with FAR Subpart 19.5, to a responsible small business concern that submits a fair and reasonable price and is technically acceptable in accordance with the solicitation.
