- General Information Document Type: Pre-solicitation Notice Solicitation Number: FA4418-09-R-0012 Posted Date: 29 June 2009 Original Response Date: 9 July 2009 Classification Code: Z - Maintenance Repair and Alteration of Real Property Contracting Office Address Department of the Air Force, Air Mobility Command, 437th Contracting Squadron, 101 E. Hill Blvd, Charleston AFB. SC, 29404-5021 Repair Airfield Lighting, Runway 5/23 Contract at North Auxiliary Airfield, North, South Carolina. Dollar magnitude for this contract is between $1,000,000.00 and $5,000,000.00. The performance time is 120 days. The work to be performed by this contract consists of furnishing all plant, labor, materials, equipment, supplies and supervision necessary to complete project SBML 09-1021 Repair Airfield Lighting, Runway 5/23 at North Auxiliary Airfield, South Carolina. Work includes, but is not limited to: earthwork, demolition, concrete paving, asphalt paving, airfield lighting systems and controls, sodding and incidental related work. A Firm Fixed Price contract is contemplated. This solicitation shall be considered for 100% set-aside for HUBZone and SDVOSB firms. If two or more qualified firms in any category respond and meet requirements, this project shall be set-aside. If adequate interest is not received from the two (2) categories, then the solicitation will be issued as unrestricted without further notice. Interested HUBZone and SDVOSB concerns should indicate interest to the Contracting Officer, in writing, as early as possible, but no later than 9 July 2009. NOTE: In accordance with (IAW) FAR 52.236-1 - Performance of Work by the Contractor: The Contractor shall perform on the site, and with its own organization, work equivalent to at least Twenty-Five percent (25%) of the total amount of work to be performed under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government. AS A MINIMUM, THE FOLLOWING INFORMATION IS REQUIRED: (a) Indicate which set-aside you qualify for under the applicable NAICS code (HUB Zone or SDVOSB) (b) A positive statement of your intention to bid on this contract as a prime contractor; (c) Evidence of the recent experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers; (d) Evidence of bonding capability to the maximum magnitude of the project to include both single and aggregate totals. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone or SDVOSB concerns. Failure to submit all information requested may result in a contractor not being considered as an interested HUBZone or SDVOSB concern. If adequate interest is not received from HUBZone or SDVOSB concerns, the solicitation will be issued as unrestricted without further notice. The applicable NAICS code is 238210 with a small business size standard of $14,000,000. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. It is anticipated the solicitation will be issued electronically on or about 15 July 2009 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available.
