- This announcement constitutes a Sources Sought Synopsis. This is not a Request for Proposal. The responses to this Sources Sought Synopsis will be used to identify HUBZone Small Businesses firms for the purpose of determining how the upcoming solicitation will be advertised. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Jacksonville District of the US Army Corps of Engineers is contemplating a maintenance dredging project for work that consists of maintenance dredging, Gulf Intracoastal Waterway, Caloosahatchee River to Anclote River (GIWW CR to AR) at Caseys Pass (Venice Inlet), 9-foot project located in Sarasota County, FL. The work entailed in this project will consist of a base bid for dredging shoaled areas in Cuts S-19 and S-20 in the GIWW and an option bid item for Cuts 2 to 4 of Venice Inlet. The required dredging depth is 9 feet MLLW. The allowable overdepth is 2 feet. The total quantity of dredged material is approximately 50,000 cubic yards of material. All dredged material is anticipated to be beach quality material and shall be placed unto the designated beach disposal area; placement will begin south of the jetty at R-monument 116 and continue south to R-119. The magnitude of construction is between $1,000,000 and $5,000,000. Please provide a Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This SOC should be a maximum of five (5) pages and include, at a minimum: (1) business type: Small Business, SBA Certified 8(a), HubZone, and/or Service Disabled Veteran-Owned Small Business; (2) brief description of your companys capabilities; (3) size and type of dredge; (4) whether your firm owns or leases the dredge (if leased, the name and business size of the firm that owns the dredge; (5) pipeline and booster pump capabilities; (6) current location of dredge; and (7) mobilization method to the project location. The contractors shall also provide brief references of jobs they have performed and the magnitude of construction. In addition, interested contractors must include bonding information that the company has the capability of receiving bonding up to $5 million. If we do not receive an adequate number of qualified respondents (i.e., two or more responsible firms), the solicitation shall be issued as a Small Business Set-Aside rather than a HUBZone Small Business Set-Aside. REMEMBER: DO NOT REGISTER AS A PLAN HOLDER AT THIS TIME. THE FINAL PLANS AND SPECIFICATIONS WILL BE SYNOPSIZED IN FedBizOpps WITH A STANDARD SOLICITATION NUMBER (such as W912EP-09-B-xxxx) AND REGISTRATION WILL BE REQUIRED AT THAT TIME. Responses to this Sources Sought Synopsis must be received not later than 8 July 2009 and shall be sent to the attention of Ms. Dolly Colwell via e-mail at dolly.m.colwell@usace.army.mil.
