Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Mental Health intends to negotiate and award a sole source purchase order to Tobii Technology, Inc, 8300 Greensboro Drive, Suite 800, McLean, VA, 22046-3537 for Tobii T60 Eye Tracking Hardware and Software Package. The Tobii T60 Eye Tracking Hardware and Software Package uses new technology that allows a large range of subject movement, which makes working with nonhuman primates much more viable and the resulting data, which more reliable and valid for use in ongoing non human primate studies already incorporating eye-track testing, as well as for new procedure being developed. The Tobii T60 eye-tracking system is the only system currently available using an eye-tracking strategy specifically designed to address the unique requirements of non-verbal subjects including non-human primates. The application of this system to non-human primates has already been validated in published scientific studies by independent scientists. This system in non-intrusive for head and body restraint which for our subjects is very stressful without lengthy and expensive training of each subject. This acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirement of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number 1081880 may be submitted to the NIDA, Station Support/Simplified Acquisition Branch, 31 Center Drive, Bldg. 31, Room 1B59, Bethesda, Maryland, 20892-2080 and Attention: Jasmine Snoddy, Contract Specialist.
