- The U.S. Coast Guard, Aviation Logistics Center (ALC) is performing market research to determine available sources with the technical capability of providing the minor repair, major repair, and strip and rebuild of the Main Rotor Blade (MRB), National Stock Number (NSN) 1615-01-158-9679, part number (P/N) 70150-29100-041, and minor repair and major repair of the Tail Rotor Blade (TRB), NSN 1615-01-158-9678, P/N 70101-31000-046 on an as needed basis for the Sikorsky MH-60 J/T aircraft fleet. The MRB minor repair includes tip block and tip cap corrosion, minor wire mesh corrosion, patch, plug replacements, cuff repair and laminate repair. The MRB major repair includes all minor repairs and heater mat replacement and cuff replacement due to high time. The MRB strip and rebuild includes complete stripping of the blade to spar and rebuild blade to serviceable condition along with heater mat. The TRB minor repair includes plug replacement, patch, cuff repair and laminate repair. The TRB major repair includes all minor repairs and horn replacement. In addition the contractor will be responsible for incorporating service bulletins, modifications, engineering change proposals, local engineering change proposals and time compliance technical orders. There will be a fixed price for scrapping the blades due to spar damage, damage beyond repair limitations, high time on spar, excessive water in paddles. The work shall be in accordance with the original equipment manufacturer’s (OEM) specifications except where noted herein. Naval Air Systems Command depot maintenance manuals A1-867QA-MDB-000, Depot Maintenance with Illustrated Parts Breakdown, Main Rotor Blade Assembly dated January 31, 1995, A1-868QA-MDB-000, Depot Maintenance with Illustrated Parts Breakdown, Tail Rotor Blade Assembly Change 3 dated December 31, 2005 and Sikorsky Overhaul and Repair Instruction ORI 70100-087, Revision C dated September 2006 shall be used in the performance of this contract. Static balancing followed by dynamic and aerodynamic balancing on a whirlstand is an adjustment procedure that shall be accomplished on all blade assemblies. The Coast Guard does not have the specifications or drawings for release to interested parties. The contractor shall furnish a Certificate of Airworthiness in accordance with FAA procedures (FAA Form 8130-3 of 8130-4) or a Certificate of Conformance (COC) in accordance with FAR 52.246-15 for each component shipped. A firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) Requirements contract for a base year with four one year option years is being contemplated. The company must be an authorized Sikorsky Aircraft Service Center. A summary description shall be submitted that details the technical capability of the company to perform the work. The applicable North American Industrial Classification Code (NAICS) is 488190 and the small business size standard is $7.0 million. A set-aside determination has not yet been made. Interested parties shall submit their business size and shall include any applicable preference program (i.e. 8(a), HUBZone, Service Disabled Veteran Owned, Small Business).
