Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-09-T-6640 is being issued as a request for quote. The US Army Aviation and Missile Command intends to issue a contract for the following requirement: One commercial Sulfur Dioxide Cyclic Corrosion Test Chamber. No foreign participation shall be allowed and only quotes from US companies shall be accepted. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-34. CLIN 0001 will be issued for the following: one each Sulfur Dioxide Cyclic Corrosion Test Chamber in accordance with the technical specifications requirements listed below at DESCRIPTION OF REQUIREMENT SPECIFICATIONS, and FOB destination shipping and delivery to Redstone Arsenal, AL 35898. Any additional costs for shipping to FOB destination to Redstone Arsenal, AL 35898 and the estimated delivery timeframe after receipt of order (ARO) shall be included on quote; as well as the appropriate company cage code and tax identification number. The place of delivery, acceptance, and FOB Point of Destination is Redstone Arsenal, Alabama, 35898. Award shall be based on technical acceptability and pricing. All responsible sources may submit an offer, which shall be considered by the Agency, if received by 20 July 2009, noon (CST), and are from US companies. The successful offeror may be required to provide US citizens to work on this requirement. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors - Commercial; Provision 52.212-2, Evaluation of Commercial Items; Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; Clause 252.232-7003, Electronic Submission of Payment Requests; Clause 252.212-7001 Contract Terms and Conditions; and Clause 52.232-7003, Army Electronic Invoicing Instructions, are applicable to this acquisition; other clauses may be included in the award if applicable. Payment will be made via Wide Area Workflow (WAWF) in accordance with 252.232-7003. Quotes are due no later than 12:00 noon, (CST), 20 July 2009, in the contracting office, Building 5400, Room B143, Redstone Arsenal, Alabama, 35898. Oral communications are not acceptable in response to this notice. All responsible small business sources meeting small business set-aside requirement may submit an offer which shall be considered by the agency. DESCRIPTION OF REQUIREMENT SPECIFICATIONS Cyclic Sulfur Dioxide Corrosion Test Chamber with a capacity to hold 384 qty. 3 inches x 5 inches or 336 qty. 4 inches x 6 inches metal coupons. The chamber shall be capable of performing ASTM G85 Annex A4 SO2 tests, ASTM B117 tests, and cyclic corrosion tests. The chamber is required to be floor standing with a nominal capacity of 1000 liters. The accessories listed below are also required. Accessories 1. Touch screen display of Control Parameters A Human Machine Interface is required with a touch activated screen, with a high definition display, and a menu driven command structure. This enables the chamber to be readily programmed for automatic testing to modified salt spray test standards such as ASTM G85 annexes. Ten main programs, each comprising up to 15 different steps and temperatures that can be programmed and run automatically is required. Additionally, up to 5 single function programs are required for steady state control at a single set temperature. 2. Humidity measuring sensor with %RH display A humidity sensor which measures the relative humidity inside the chamber and displays this as %RH is required. 3. Humidity controlled air drying The chamber should use the humidity measuring capability in conjunction with an evaporative humidity generation system, to enable the operator to program and control the relative humidity level (%RH) during air drying. The %RH should be controlled at a steady state level, or rising and falling over time, with or without a changing chamber temperature. 4. Condensation humidity testing capability This capability is required for the chamber to be used for condensation humidity testing, as well as salt spray testing. 5. Temperature & Humidity graphical logging facility A calibration certificate for the chamber temperature and humidity controller is required which will be fully traceable to recognized national standards. 6. Digital Set & Display of Temperature The chamber and air saturator temperatures are required to be monitored by precision temperature sensors and displayed digitally, to a resolution of 0.1 degrees C, alongside the desired set temperatures. 6. Automatic Air Purge Facility With Canopy Interlock Automatic purging of the chamber interior is required when the canopy is opened. This disperses any salt fog, to minimize the risk of highly corrosive salt fog escaping from chamber into the laboratory. After a pre-set period of purging, the chamber canopy can be opened. 7. Timed test stop facility A pre-programmed stop time function is required. This allows the chamber to automatically stop testing. 8. Salt Fog Collection Facility Collecting vessels should be mounted within the chamber and linked to two transparent measuring cylinders, mounted externally. This system allows salt fog fall-out to be collected and measured continuously without the need to open the chamber canopy and interrupt the test. 9. One year consumable spares kit A pack of consumable spares, sufficient to last for approximately one (1) year of continuous use comprising of filters and pump tubing is required. 10. Interior Viewing Window A chamber canopy window is required which enables visual monitoring of the samples inside the chamber during testing. Interior illumination is required. 11. Two Set of Sample Racks One set of eight slotted racks.150 inches wide x.563 inches deep and one set of eight slotted racks.300 inches wide x 1.000 inches deep are required for various sizes of test panels. 12. Hours Meter A test hours meter for logging the number of hours a program has been running is required. 13. RS232 Communications Port RS232 is required to enable the chamber to be programmed and monitored by a remote computer and software. 14. 150 liters (approximate) salt solution tank A salt solution tank of approximately 150 liters is the required tank capacity for extended testing. 15. SO2 gas testing option This option is required to modify the chamber to run ASTM G85 Annex A4 tests. We require a separate SO2 gas dosing facility for our test purposes; as well as, the ability to perform salt spray and cyclic corrosion testing. 16. Salt solution agitator This agitator is required for preparation and maintenance of salt solution. 17. 1.37 inches diameter sealable entry port This sealable port is required for connecting external monitoring equipment to the samples. Performance Requirements 1. Salt fog fallout rates: Adjustable from 0.5 to 3.0 ml per 80 cm squared per hour. 2. Air saturator temperature: Adjustable from ambient to plus 63C 3. Chamber temperature range: Condensation humidity mode: Adjustable from ambient to plus 55C (131F) Salt spray mode: Adjustable from ambient to plus 50C (122F) Air drying mode: Adjustable from ambient to plus 70C (158F) Controlled humidity mode: Adjustable from ambient to plus 60C (140F) 4. Chamber humidity range: Condensation humidity mode: Fixed at 95-100% RH Salt spray mode: Fixed at 95-100% RH Air drying mode: Controlled Controlled humidity mode: Adjustable ------End of Requirement Specifications--------
