- RECOVERY--SOLICITATION NO. W9128F-09-R-0087 RECOVERY: On or about 16 JUL 2009, this office will issue Request for Proposals for design and construction of the Child Development Center (PN 62832), Fort Carson, CO. The solicitation will close on or about 25 AUG 2009. This solicitation will utilize HUBZone Cascading Set-Aside Methodology. 'Tiered evaluation of offers,' also known as 'cascading evaluation of offers,' means a procedure used in negotiated acquisitions, when market research is inconclusive for justifying limiting competition to small business concerns, whereby the Contracting Officer (a) Solicits and receives offers from both small and other than small business concerns; (b) Establishes a tiered or cascading order of precedence for evaluating offers that is specified in the solicitation; and (c) If no award can be made at the first tier, evaluates offers at the next lower tier, until award can be made. Each proposal will be independently rated against the criteria starting with Tier 1. The selection process will be used for multi-tiered competitive source selection process competition in the order established in the Solicitation (i.e. Tier 1. Hubzone; Tier 2. SDVOSB - Service-Disabled Veteran-Owned Small Business; Tier 3. Section 8(a); Tier 4. Small Business; and, 5. Unrestricted Full and Open). A tentative site visit date has been scheduled for 24 JUL 2009. Provisions in the solicitation documents will provide detailed information (meeting place, time, points of contact, and access requirements). See 'Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) This is an American Recovery and Reinvestment Act of 2009 (ARRA) project. Stimulus Buy-American Clauses apply. A standard design Child Development Center for children ages 0-5 years. Primary facilities include a 26,450 square foot facility, outdoor playground with playground equipment and site development. The estimated construction cost of this project is between $10,000,000 and $15,000,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 480 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
