- Naval Facilities Engineering Command Atlantic is considering whether to set-aside an acquisition for professional architectural/engineering services for small business, Historically Underutilized Business Zone (HUBZone), or Service Disabled Veteran Owned Small Business concerns only. The applicable North American Industry Classification System (NAICS) for this acquisition is 541330 and the small business size standard is $4.5 Million. The acquisition is for an Indefinite Delivery Contract (IDC) for various professional services on an as-needed basis for services such as plans and specifications, cost estimates, design/build Request for Proposal Documents, surveying, studies, space planning and design, renovations, and new construction of facilities throughout the United States, Caribbean, and outside the Continental United States, including Europe, Africa, Western Asia, and South America. Some task orders may address non-Navy sites. Services performed will be for secure and non-secure sites which relate to critical, secure operational facilities. Contractor personnel should have a thorough understanding of Director of Central Intelligence (DCID 6/9) Manual Physical Security Standards for Sensitive Compartmented Information Facilities. Contractor must maintain a balanced work force cadre of cleared Secret Personnel to work on this contract. As part of the evaluation criteria for this requirement, contractor's will be required to furnish a list, with resumes, of key personnel, identified by discipline, possessing a final Secret Clearance based on a Single Scope Background Investigation (SSBI) being completed within the last five years of the solicitation notice. All contractor personnel assigned to this contract will be required to execute a Standard Form 312, Classified Information Nondisclosure Agreement prior to being assigned to this contract. All contractor personnel working on this contract shall be U.S. Citizens. The duration of the contract will be for one (1) year from the date of an initial contract award with four (4) additional one year option periods. The combined total amount that may be paid under the contract (including option years) will not exceed $15,000,000.00 for the entire contract term (including option years). At the present time, the acquisition is expected to be issued under full and open competition procedures. However, in accordance with FAR 19.502-2, if your firm is a small business, Historically Underutilized Business Zone (HUBZone), or Service Disabled Veteran Owned Small Business concerns and intends to submit Standard Form 330, Architect-Engineer Qualifications, please respond by e-mail to Mrs. Cathy Broussard at cathy.broussard@navy.mil. In your response, include a positive statement of your intention to submit your qualifications for consideration and that your firm can meet all of the Secret requirements. Your response is due no later than July 10, 2009. A decision on whether this will be pursued as a small business set-aside or on an unrestricted basis will be posted on the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov.
