- National Geospatial-Intelligence Agency intends to issue a sole - source firm fixed price contract to The Intelligence & Security Academy, LLC under the authority of FAR 6.302-1 through solicitation number HM017709T0043. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. Only One Responsible Source and no other supplies or services will satisfy agency requirements. This procurement is for proprietary training for the National Geospatial-Intelligence Agency, Bethesda Maryland. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate a (1) year base award with (4) option years with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability in response to the requirement. This notice is not a request for competitive proposals. All proposals received by close of business, 07/10/2009 will be considered solely for the purpose of determining whether to conduct a competitive procurement. Email Harriet.Saulsbury@nga.mil The requirement is for the following training for NGA employees at the NGA Bethesda, Md. location U.S. Intelligence: Primer will be one of the core courses presented at NGA during the academic year. Description: The purpose of this amendment is to make the correction to change the description and skills to read as follows: This training will familiarize NGA employees an overview of the roles, functions and activities of the U.S. Intelligence Community. Participants need to understand the community's roles, needs and culture and the issues that they are facing today as the community deals with a new organizational structure and new threats. Special emphasis is needed on the changes in the community since 9/11. The training program must be available on 24 - 25 August 2009 because of the class schedule, which is prepared a year in advance. The schedule takes into account holidays and other monthly week-long learning events associated with LEAD as well as classroom scheduling and students travel plans. The class will include a minimum of the following topics: •The legal basis of the Intelligence Community •Structure & Missions of each Community Agency •21st century national security threats to the United states •How the intelligence collections systems works, what each type of collection does, and the relative strengths and weaknesses of each •Issues in intelligence analysis •Structure of the intelligence budget •The role of Congress in intelligence •Ongoing issues in intelligence reform Skills: Extensive knowledge and experience with the U.S. Intelligence Community, functions and activities. Security: • All contractor personnel shall be U.S. Citizens who have been screened by Government counterintelligence personnel and are eligible for the necessary clearance level. The necessary clearance level of contractor personnel on the contract will be a minimum TOP SECRET with access to Sensitive Compartmented Information (TS/SCI) with NATO access, to Special Access Programs and access to alternative compensatory control measures. • Contractor personnel may be required to sign a non disclosure agreement as specified. General Deliverable Requirements: • Course materials to include a power point presentation, films, guest speakers and handout. All course material (deliverables) must be included with the offeror proposal. Names and content of guest speaker's presentations must be submitted with the offeror's proposal. • A request for a revised schedule must be reviewed and approved by the Government before the schedule is placed in effect. Contract terms and conditions may dictate penalties, cost and other actions based on the facts related to the request for the revised schedule. • All written deliverables must be phrased in terms and language that are easily understood by non-technical personnel (e.g., laypersons with subject matter expertise). • All preliminary and final deliverables (as well as all associated working papers and other material considered relevant) generated by the contractor during performance of the contract are the property of the Government. The contractor shall submit all documentation to the COR (or designee) at the conclusion of the effort for evaluation, classification, and disposition. Location and Period of Performance: The courses are subject to take place primarily at NGA facilities in Reston, VA. on specific dates due to the difficulty of scheduling NGA facilities and arranging travel for our students who work in St. Louis.
