MDA Industry Day Targets & Countermeasures Briefing given June 24, 2009 Visitor Authorization Request (VAR) Instructions Industry Day Registration Form RFP Comments Matrix Draft Section M Instructions Draft Section L Instructions Draft SOO Draft RFP RFP cover letter FedBizOpps Synopsis Concurrence/Approval Sheet MDA/TC New Targets Acquisition Proposed FedBizOpps Synopsis: General Information Document Type: Pre-solicitation Notice Solicitation Number: HQ0147-09-R-0011 Posted Date:July 2, 2009 Original Response Date: July 17, 2009 NAICS: 336414 Contracting Office Address Other Defense Agencies, Missile Defense Agency/DACT, Attn: Ms. Sharon Hall, Bldg 5222 Martin Road, Redstone Arsenal, AL 35898 Description It is the intent of the Missile Defense Agency (MDA) to award competitive, fixed priced and cost-reimbursement contract(s) to continue support of the MDA Ballistic Missile Defense System (BMDS) Element and System Flight Tests. This award(s) will be for All-Up-Round (AUR) Short Range Ballistic Missile (SRBM), Medium Range Targets (MRT), Medium Range Ballistic Missile (MRBM), Intermediate Range Ballistic Missile (IRBM), and Inter-Continental Ballistic Missile (ICBM) target systems in accordance with the MDA Target Systems Performance Specification. This award(s) will encompass the manufacturing of targets, manufacturing of front sections, integrated logistics support to include inventory storage and maintenance management, pre and post mission analysis, launch preparation and execution, engineering services, and BMDS modeling and simulation support. All award(s) will be for a full up "tip to tail" missile by class with the exception of the type 3 target. Type 3 targets in a given class may be awarded to a contractor different than the contractor who is awarded the rest of the line items associated with the respective target class. A Draft Request for Proposal (DRFP) is attached to this announcement for interested contractors to review and understand the Agency’s desired outcome. Questions and comments regarding this draft solicitation must be submitted via email to both the contract specialist and contracting officer points of contacts identified below no later than 17 July 09. In order to respond to this DRFP, interested respondents will require facility clearances of no less than “SECRET” and may request the MDA Targets Systems Performance Specification and other companion documents on Compact Disk (CD) from the Procuring Contracting Officer (PCO) by providing the following data in writing: 1. Verification of facility clearance level; 2. Verification that the company has storage capability to the “SECRET” level 3. Verification that the respondent understands that the data provided may NOT be duplicated and must be returned upon completion of RFP activities 4. Address where classified data should be sent along with responsible points of contact and phone numbers. This acquisition is pursuant to the authority of FAR 6.102. The Agency intends to award this contract in early calendar year 2010 for five years of target requirements with one three year option. Industry sessions are being planned for 14 July 09 and 20 July 09 with additional one-on-one sessions being conducted on 21 July 09.
