Description
AMENDMENT 0002 - The RFQ synopsis was erroneously posted to Fed Biz Opps indicating that this solicitation was issued under the Recovery Act. The Recovery Act is not applicable to this acquisition. As a result, the closing date remains unchanged. ***************************************************** Amendment 0001 - The purpose of this amendment is to update the evaluation criteria as shown in Addendum 52.212-2 of the Request for Quote. As a result the closing date is hereby changed to 7 July 2009 at 11:30am (EST).********************************************************* Request for Quote (RFQ) number FA8601-09-T-0037 is a combined synopsis/solicitation to Recover and Recycle (R&R) Radioactive Americum from Government Furnished Property Items, M8A1 Chemical Agent Detector (CAD) Cells in accordance with the attached Performance Work Statement. This effort is considered commercial in nature and any resultant contract will be awarded IAW FAR Part 12. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-33, Effective 15 Jun 2009. The proposed acquisition is unrestricted, full and open competition. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. No hard copies will be sent. Responses shall be received no later than Monday, 11:30 AM (EST) on 06 July 2009. The period of performance is from 13 July 2009 through 30 September 2009 88 CONS/PKB anticipates awarding a contract to to Recover and Recycle (R&R) Radioactive Americum from Government Furnished Property Items, M8A1 Chemical Agent Detector (CAD) Cells at Wright-Patterson Air Force Base in Ohio. The NAICS Code is 562211 and the size standard is $12.5 million. Companies responding (offerors) should indicate whether they are, or are not, a small business, a socially and economically disadvantaged business, woman-owned small business, 8(a), or a HUBZone. The government anticipates making an award from this request for quotation to the responsible offeror whose quote is the lowest priced technically acceptable as described in FAR 15.101-2. The government reserves the right to not make an award at all. Applicable provisions and clauses are contained in the SF 1449 attached. This RFQ is being conducted as a commercial procurement using Simplified Acquisition Procedures (FAR Part 13). No paper copies of this solicitation will be provided. After the solicitation has been posted, it is incumbent upon the interested parties to review the web site frequently for updates to the documents. A registration page is attached to the web site. If you would like to receive notice of any amendments and/or addendum that may be issued to this solicitation, you may register. If you do not register, it is your responsibility to review the web site for any changes to the RFQ. Contractors that are debarred, suspended or proposed for debarment are excluded from receiving contracts. Proposals prepared by debarred, suspended or otherwise ineligible contractors are at the risk and expense of the contractor. Contract financing will not be provided for this acquisition. The contractor is to provide services specific requirements in accordance with the Performance Work Statement (PWS), (Atch 1 to SF 1449). The SF 1449 and the PWS are attached to this combined synopsis/solicitation. The government antcipates awarding a single fixed priced contract with 1 line item in accordance with the attached performance work statement:CLIN 0001- Recover and recycle chemical agent detector cells (M8A1), Am-241, quantity 2000 each. Copies of all provisions and clauses, including Representations and Certifications Are available at http://farsite.hill.af.mil. Quotes are being solicited on full and open competition basis. Proposal packages shall include price proposal, and a Technical Capabilities Package that includes descriptive literature to allow a complete evaluation of the equipment being offered to determine if it meets minimum requirements. Technical Capabilities Package shall be submitted by all prospective offeror, even if a package was sent in response to the sources sought announcement. Packages submitted shall explicitly demonstrates capabilities and expertise related to this effort. Capability package requirements are to be presented in accordance with the Performance Work Statement attached to this annoucement. Each firm's response will be entitled "Capabilities Package, Recovery and Recycling of Tritum Items". Additionally, each respondent should include enough information to determine the firm's understanding of governing statutes and implementing licenses and agreements in compliance with applicable state an! d federal regulations by the Department of Energy, Department of Defense, Air Force, and other environmental regulators. Each respondent is further requested to indicate their status as a Foreign-owned/Foreign-controlled. The offerors shall make a clear statement in their quote that the proposal is valid for sixty (60) days from when the quote is signed and dated Americium under this contract shall not be sent overseas. THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT PROVIDED WITH THE PROPOSAL. All offerors shall complete the fill-ins at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, is listed as an attachment on the website at www.pixs.wpafb.af.mil and shall be submitted with the proposal. The solicitation and all related documents are available at https://www.fbo.gov/. All interested offerors must download documents from this web site. No hard copies will be available.
