Description
Recovery Act - The VA Medical Center, Lexington, Kentucky, Cooper Drive Division, has a construction requirement for Project No. R596A4-09-106, Renovate Police Dispatch. Contractor shall furnish all labor, materials, tools, equipment, and necessary supervision to complete project in accordance with the drawings and specifications provided. Work includes, but is not limited to, general construction, renovation, alterations, mechanical and electrical work, utility systems, necessary removal of existing structures and construction, and certain other items. This project will renovate a total of approximately 2,000 square feet in Building 1, 1st floor of Cooper Drive for the VAMC Police Department. A total reconfiguration of the space is included. This project will create a new dispatch area adjacent to the Welcome Center for improved patient, staff, and employee safety, will create a larger weapons armory and provide a new holding cell. The current facilities for the Police Department do not have adequate space for weapons storage and does not have a holding cell. This project will greatly improve the working environment, organization, and safety for the Police Officers assigned to VAMC Lexington. This project will also upgrade the current closed circuit monitor system currently in place. All work is to be complete within 150 days after receipt of Notice to Proceed. North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $33.5 million. The estimated cost range for this project is $500,000.00 to $1,000,000.00. THIS PROCUREMENT IS 100% SET ASIDE TO SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOB) CONTRACTORS. The SDVOSB contractor is required to perform a minimum of 15% of the construction work on the project. This does not include paperwork, submittals, etc. The SDVOB must be small under relevant NAICS code and must be registered and verified in the following websites: www.vip.vetbiz.gov www.ccr.gov https://orca.bpn.gov and https://vets100.vets.dol.gov/ to be eligible for award. Bidders must ensure their registrations are updated, correct, and have not expired. Information regarding the one and only site visit scheduled will be stated in the solicitation. Bond information: A 20% Bid bond must be submitted with bid. Performance bond and payment bond will be required from the contractor receiving award. This solicitation will be posted on or about July 21, 2009 at the Federal Business Opportunities (Fedbizopps) website www.fedbizopps.gov Paper solicitations will not be issued, contractors must obtain solicitation, drawings, and amendments (if issued) from this website. Amendments will not be mailed but will also be posted at the Fedbizopps website. Bidders are reminded they are responsible for obtaining and acknowledging all amendments to the solicitation prior to the time for bid opening. Bids are due no later than 2 pm CT on August 21, 2009 at the Department of Veterans Affairs, VISN 9 Acquisition Service Center, 1639 Medical Center Parkway, 4th Floor Room 401, Murfreesboro, Tennessee 37129. NOTE: Bids should not be sent to the VA Medical Center, Lexington, Kentucky. Award is subject to the availability of funds. CONTRACTORS MUST SUBMIT JOINT VENTURE AGREEMENTS WITH THEIR BID. CONTRACTORS ARE NOT ALLOWED TO SUBMIT MORE THAN THREE BIDS IN A TWO YEAR PERIOD UNDER THE NAME OF THEIR JOINT VENTURE.
