- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District for its CUP-MCCOOK RESERVOIR STAGE IIGROUT CURTAIN project in McCook, Illinois. The Agency intends to award a FIRM FIXED-PRICE CONSTRUCTION CONTRACT. THE PROPOSALS WILL BE EVALUATED USING THE BEST VALUE CONTRACTING METHOD. THE TRADE-OFF SOURCE SELECTION EVAULATION PROCESS WILL BE UTILIZED. The Contractor will be responsible for providing all the necessary facilities, plants, labor, transportation, materials, and equipment to accomplish the entire project as stated below. The work will involve constructing approximately 6,680 linear feet of multi-row grout curtain wall at the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) Lawndale Avenue Solids Management Area (LASMA). The grout curtain is to be constructed through approximately 35 to 60 feet of overburden and in excess of 300-feet into underlying dolomitic bedrock and tie into an existing grout curtain. The performance requirement of the grout curtain is to obtain an effective residual permeability of less than 1 Lugeon, measured in by verification holes between the outer rows of the grout curtain. The Grout Curtain shall be constructed of two outer rows of holes using split spaced protocols, and using balanced stabilized grout mixes with a computer-controlled grouting system. The grout curtain shall be constructed on a narrow contractor-provided work platform atop the perimeter berm around the future reservoir. In addition to the grouting, the contract will require the contractor to plug an abandoned section of 14-foot diameter bedrock tunnel that intersects the grout curtain at an oblique angle. There will also be soil slope stabilization and earthwork associated with providing access and construction of the work platform. The Classification Code for this procurement is North American Industry System (NAICS) 237990, with a small business size of $33.5 M. COMPETITION FOR THIS ACQUISITION IS UNRESTRICTED TO BUSINESS SIZE. The estimated cost range is between $25M and $100M. The Request for Proposal Package will be downloadable from www.fbo.gov on or about 6 July 2009. The due date for proposals will be on or about 6 August 2009 at 2:00 p.m. CST, Chicago Local Time. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contract tor Registration (CCR). Contractors can access the CCR for free at http//www.ccr.gov. The period of performance for this proposed contract is for 1100 calendar days.
