Description
The U.S. Fish and Wildlife Service, Mid-Columbia River National Wildlife Refuge Complex has the requirement for supply of containerized native riparian plant stock. Contract may be awarded by line item. Award will be made based on best value to government and on vendor's ability to meet the material source requirements stated in the Scope below. Vendors should bid by line item and, if able, for total order. Include shipping charges in line item bids. In 2007 and 2008 numerous large wildfires burned more than 109,620 acres of critical shrub-steppe and riparian habitats of several management areas of the Complex, and among other things eliminated the existing tree cover from riparian areas within the fire zones. This area lies within the Columbia Plateau Ecoregion of eastern Washington and Oregon, and represents the extreme of the shrub-steppe ecosystem (e.g., low elevation, extended periods of high temperatures, extremely low precipitation, frequent significant (drying) wind events, alluvial sandy soils). Being the extreme of the shrub-steppe ecosystem this area also faces above normal competition pressure from invasive species, leading to significantly reduced natural recovery potential. It is critical that native plant materials be adapted to conditions present on Complex refuges to maximize the probability of establishment, survival, and reproduction. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: The vendor(s) shall contact the technical coordinator to arrange delivery of, and set a delivery date for, all plant materials to USFWS at 64 Maple St., Burbank, WA 99323. Delivery must be made during normal duty hours (see Line Item 7.1) unless an alternate delivery time/arrangement is made with the technical coordinator. Delivery date is anticipated to be between January 18, 2010 and February 1, 2010. Final delivery date must be set with the technical coordinator(s). Plants must be adequately packaged to allow for transport in pickup(s) and/or on open trailers. NAICS 113210, 7.0 million. Solicitation closes 7/20/2009 at 4:30 PST. This solicitation will be posted electronically at www.fbo.gov. Paper copies are no longer available. The U.S. Fish and Wildlife Service may award one or multiple contracts for these services. All responsible sources may submit an offer which will be considered. This solicitation is set aside for small business concerns. See Numbered Note(s) 1.
