Description
The US Coast Guard intends to award a sole source, firm fixed price contract or delivery order with two one-year options to Motorola Corporation for the Motorola CENTRACOM Gold Elite Embassy/Ambassador class of remote radio control systems. The US Coast Guard, Rescue 21 Project Resident Office Alaska (R21 PRO AK) has a requirement to upgrade and expand existing Motorola CENTRACOM Gold Elite radio control equipment currently installed at the 17th Coast Guard District (D17) in Juneau, Anchorage, Valdez, Ketchikan and Sitka Alaska. Motorola Corporation is the sole manufacturer of the equipment required to upgrade the existing CENTRACOM Gold Elite equipment to the CENTRACOM Gold Elite Embassy/Ambassador class system. The Embassy/ Ambassador upgrade will support both legacy Coast Guard D17 National Distress System radio sites and future R21 PRO AK sites with the same console system, and will reuse over 95% of existing Coast Guard owned console hardware as its baseline. These are commercial off the shelf (COTS) items. Total cost of the necessary upgrades is estimated at $3.5 million. The North American Industry Classification System (NAICS) Code is 334220; the size standard is 750 employees. The period of performance for the supplies and services described herein is anticipated to be FY2010 through FY2012. The intended sole source award is under the authority of FAR 6.302-1 (a)(2) for products and services not available on GSA Schedule. Products and services available on GSA Schedule will be purchased under the authority of the Multiple Award Schedule Program (8.401) and anticipated to be available on Schedule 70 “General Purpose Commercial Information Technology Equipment, Software and Services.” Complete replacement of the existing Motorola equipment with a new system would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach. Interested parties with questions or comments regarding this notice or the planned procurement should be submitted to the Contracting Officer, in writing, no later than 15 days from the date of posting.
