- This is not a solicitation, but a Notice of Contract Action. The Department of Veterans Affairs (VA) Medical Center, Boise Idaho, VISN20 Contracting Office, intends to award a negotiated sole source Firm-Fixed Price (FFP) for a service support contract of the medical centers Alerton Direct Digital Control System used to monitor the HVAC system. This contract will be negotiated with ATS Inland NW of Meridian, ID (also the installer of the subject system) using other than full and open competition for the procurement of a base year and four option years. Services to include remote troubleshooting and diagnostics assistance via telephone and internet access. Contractor will analyze the physical condition and network performance of the data communications for the entire Alerton DDC network and provide onsite technical support services. The contractor will correct problems and respond within 8 working hours of notification of an emergent problem. Under the authority of USC 2304 (c) (1) pursuant to FAR 6.302-1(a) (ii), the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency and is solely within the discretion of the Government. This announcement is not a request for competitive quotations. The NAICS code is 238220. No solicitation document is available and telephone requests will not be accepted. However, sources may submit descriptive literature, fully documenting their capability to perform these services, which will be considered by the Agency. A determination to compete this procurement based on response(s) to this notice is solely within the discretion of the Government. A solicitation will be issued to A T S Inland NW of Meridian ID no less than 15 days after the date of this notice unless the Government determines. All written inquires should be directed no later than, 12:00PM MT, 13 July, 2009 referencing VA-260-09-RQ-0484 to John MacBride, Contract Specialist, VISN 20 East Branch Acquisitions, Boise ID, 208-422-1378, john.macbride@va.gov. The Government will review all responses, without prejudice and determine if another firm is fully qualified to fulfill the Boise VA Medical Center requirement. Note: If documents are sent via e-mail, the contractor will be responsible for validating Government receipt by calling Acquisitions at (208) 422-1378.
