- The U.S. Army TACOM Life Cycle Management Command is issuing this Sources Sought Market Survey for a potential requirement for a FMTV Field Level Maintenance Special Tools Kit. Contractor responses to this market survey are for information and planning purposes only. This market survey does not constitute a request for proposal nor is it to be construed as a commitment by TACOM to purchase or pursue the materials and services offered. Responses are voluntary and no remibursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Nothing contained herein should be regarded as basis upon which to seek payment, reimbursement or other consideraton from the government. TACOM is conducting market research for a potential requirement for a FMTV Field Level Maintenance Special Tools Kit. This requirement includes the following: FMTV Tools Kit consists of tool chests filled with maintenance and repair tools devoted to the entire Family of Medium Tactical Vehicles. The components are generlly commercial off the shelf items. An example of the items in this kit are: Brake Spring Remover Tool; sockets; Indicator Dials; Jaws, Riveter; Seal Installers; Transmission Lift & Mounting Bracket Assembly; Torque Converter Gage; Bearing Installers; Engine Stand Bracket Assembly. There are a total of approximately 42 various tools. All components must have the capability of resupply to the front line soldier. The components must be assembled in a specified container to a specific requirement. Contractors should assume that place of contract Performance will be in the United States of America. This letter is not intended as a solicitation of any proposal and submissions of an unsolicited proposal based on this announcement will not be given consideration. Please indicate your company's type of business (Large, small, small-disadvantaged, women-owned,or 8(a). Is your company located in a labor or surplus area or Hub-zone (See FAR 19- Small Business Programs)? 4. HUBZone sb responders shall ensure they could comply with the Notice of Total HUBZone Set-aside clause 51.219-3, which would be included in a total HUBZone set-aside solicitation/contract, see: http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/52_215.htm#P1077_182186. Note the last sentence. Most firms responding to this requirment may be sb kit assembler or a non-manufacturer. The end of a HUBZone set-aside clause says, A HUBZone sb concern nonmanufacturer agrees to furnish in performing this contract only end items manufactured or produced by HUBZone sb manufacturer concerns. This paragraph does not apply in connection with construction or service contracts. Also, the CFR provides Where the Government has specified an item for the kit which is not produced by U.S. small business concerns, such item shall be excluded from the calculation of total value..
