- COMBINED SYNOPSIS/SOLICITATION Erbium-Doped Fiber Laser (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NB815010-9-16317SRG. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 335999. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item: CLIN 0001 - Erbium-Doped Fiber Laser, Brand Name or Equal to Calamar Passively Mode Locked Fiber Laser - Model #FPL-03CFFNST12 (VI) Description of requirements is as follows: CLIN 0001 - Erbium-Doped Fiber Laser, Brand Name or Equal to Calamar Passively Mode Locked Fiber Laser - Model #FPL-03CFFNST12. Erbium-doped fiber laser is required with stable turn-key operation for characterizing photodetectors and oscilloscopes and for use with electro-optic sampling. The laser shall have fiber-coupled main optical output with short optical pulse and high power, a fiber-coupled monitor optical output with lower optical power and possibly broader pulse, and an electrical monitor output. The laser shall have an electrical input that can be used to tune the cavity length and repetition rate through a piezoelectric cavity stretcher 1. General characteristics: Central wavelength - 1550 nm typical; Repetition rate, 10 MHz +/- 0.1 MHz; Operating temperature range, 15 C to 35 C; Power supply, Standard US line voltage 120 VAC, 60 Hz; Nominal dimensions, 48 cm wide x 48 cm deep x 9 cm tall or smaller; Temperature control, Laser will include temperature control of the cavity for stable and reliable operation over time periods spanning 1 month or more while room temperatures vary by +/- 2 C. 2. Main output: Average output power, greater than 10 mW; Spectral width, 40 nm typical; Pulse width, less than or equal to 200 fs; Pedestals, Larger ratio of autocorrelation peak to pedestal will be given additional consideration, Polarization, Linear; Fiber type, Panda PM fiber; Optical output termination, FC/APC. 3. Optical monitor output: Average output power, greater than 0.02 mW; Spectral width, 5 nm typical; Pulse width, 500 fs typical; Fiber type, Panda PM fiber; Optical output termination, FC/APC. 4. Electrical monitor output: Photodetector bandwidth greater than 20 GHz, connection through SMA or compatible precision connector. 5. Piezoelectric tuning: Tuning range: At least 0 Hz to 400 Hz or more frequency deviation with 0 V to 1000V input and Connector type is BNC. (VII) Place of delivery is FOB Origin to NIST, 325 Broadway, Bldg 22 Boulder, CO 80305. Delivery shall be FOB Origin to Boulder, Colorado using the government FedEx account which will be provided by the soliciting government agency. Required delivery is no later than 3 months after receipt of order; offerors shall state offered delivery ARO. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide the brand name of an "equal" product and ability to provide products, offers are instructed to provide specifications of the product requirements as listed in paragraphs (V) and (VI). (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: Offers will be evaluated based on meeting the specifications set forth in paragraphs (V) and (VI), delivery date, capability statement and/or past performance references and price. Award will be made based to the Contractor whose quote offers the best value to the Government, price and other factors considered. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government on an all or none basis. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2009), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Mar 2009), applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2009) applies to this acquisition.
