Description
Statement of Work The Naval Air Systems Command, Aircraft Division, Contracts Department Code 2.5.1.7 at Patuxent River, MD has a requirement for the United States Marine Corps/Tactical Aircraft Support (USMC/TAS). This is not the official sources sought. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This announcement is hereby issued to inform interested vendors of an upcoming Industry Day for the USMC/TAS. The requirement will provide contractor owned and operated aircraft to USMC, other DoD departments, agencies and services, NATO, Foreign Military Sales (FMS) customers and DoD contractors; to support primarily Joint Terminal Attack Controller (JTAC) training as well as military Research Development Test and Evaluation (RDT&E) and Fleet exercises. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Industry Day is scheduled for 23 July 2009 at 9:00am. The event will be at the Naval Amphibious Base, Coronado (EWTGPAC), Building 401, Room # 155, San Diego CA. All interested attendees must pre-register by email to Charles Myers at Charles.P.Myers@navy.mil and Shannon Bryner at shannon.bryner@navy.mil by Noon 17 July 2009 (Local EST). Registering parties must include the Company name, attending individual’s name, Business status, phone number and email address. Telephone requests will not be accepted. The draft Performance Work Statement (PWS) is attached. If you would like to present your capability statement through a 15 minute (limit) presentation, please indicate in your registration email that you would like to schedule a time. Ensure all presentations are properly marked with “propriety data” verbiage. a.The USMC is requiring two (2) tactical capable aircraft to support primarily Joint Terminal Attack Controller (JTAC) Training as well as a secondary role for air-air Electronic Attack training. b.The aircraft will operate primarily from the west coast with detachments as required to the east coast. c.This will be a “dry” contract. The Government will provide access to fuel at U.S. Government bases and civil fields where U.S. Government contract fuel is available worldwide for the contractor’s use during contract performance. d.The two aircraft will have 400 guaranteed combined flight hours. e.Aircraft and pilot requirements are listed in the attached Statement Of Work (SOW). f.Requested aircraft required to be FAA PART-91 and airworthy at contract award. g.Any aircraft modifications will require FAA DER of STC airworthiness certification and all testing/documentation will be provided to the Contracting Officer, Government Flight Representative (GFR), and Contracting Officer Representative (COR). Overview The applicable PSC code for this requirement is V121. The applicable NAICS Code for this requirement is 481219. This will be a five year contract with one year guarantee and four option years with 400 combined hours guaranteed per year. This is a new requirement, there is no incumbent. This will be an unclassified contract. The Government will be determining to award a single contract to the offeror who provides the best overall value to the Government. Subcontracting is encouraged. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL (RFP). Interested sources are highly encouraged to attend Industry Day to present their capability statements.
