Description
The Naval Air Systems Command announces its intent to issue a final competitive solicitation, on or about 13 July 2009, for the purchase of four (4) new or newly refurbished Mi-8, Mi-17 or Mi-171 multi-purpose transport helicopters to be delivered to Kabul International Airport, Kabul, Afghanistan. The Government intends to conduct a Lowest Price Technically Acceptable competition to award a Fixed Price Contract for these items using a commercial contract in accordance with FAR Part 12. The Government anticipates that contract award will be made on or about 3 August 2009 with the helicopter delivery date delineated in the final request for proposal. The Government will require 24 month/600 flight hour warranties with each of the helicopter. The Government will require delivery of the helicopters in a flight worthy condition with the required minimum configuration. The helicopters will, at a minimum, be configured in accordance with the standard original equipment manufacturer (OEM) Mi-8, Mi-17 or Mi-171 specified equipment, plus the following equipment/services: • Documented and certified pre-acceptance inspection and testing of all material products (helicopter, parts, tools, publications, etc) to include pre-acceptance check flight • Detailed and accurate weight and balance information for the standard OEM specified helicopter and all additional equipment • TV3-117VM engines with dust protection devices • KO-50 kerosene heater • Seating and restraint devices for twenty-four (24) soldiers/personnel • Provisions for tie-down and transport of cargo • Placards and signs in and on the helicopter will be in Russian and English The required configuration including minimum flight hours remaining will be delineated in the final request for proposal. The Solicitation will be released only over the Internet. Phone and fax requests for copy of the solicitation will not be accepted. The solicitation will reside on the NAVAIR Home Page (http://www.navair.navy.mil) and be referenced at the FEDBIZOPPS website at http://www.fbo.gov/.
