- NASA/JSC has a requirement for Shear Bolt Pressure Cartridges.NASA/JSC intends to purchase the items from Aircraft Interior Products, GoodrichCorporation.The Space Shuttle Orbiter uses the Shear Bolt Pressure Cartridges each flight to achieveOrbiter/External Tank separation at the forward attach point. The Pressure Cartridge isclassified as Critical 1/1 for inadvertent operation and Critical 1/R2 for failure tofunction or low pressure output. As such, the hardware must be manufactured by arecognized, qualified source.Currently the only available source qualified to produce flight certified PressureCartridges per the NASA specification SKD26100098 (Design and Performance Specificationfor the Orbiter/ET Shear Bolt Separation System) is Aircraft Interior Products, GoodrichCorporation, in Fairfield, California.They possess the special tooling, processes andprocedures, and personnel necessary to produce and deliver units that meet the demandingrequirements of this hardware.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 21, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
