Description
IRAQ and AFGHANISTAN BUDGET & FINANCIAL ACCOUNTABILITY ADVISORS Candidates must be U.S. citizens The U.S. Department of the Treasury's Office of Technical Assistance is recruiting individuals to serve as resident advisors to support its ongoing efforts in Iraq and Afghanistan. Advisors are hired under personal services contracts or through the Intergovernmental Personnel Act Mobility Program, which provides for the temporary assignment of personnel between federal, state and local governments and other eligible organizations (www.opm.gov/PROGRAMS/IPA/). Advisors serve as the Office of the Treasury Attaché's primary point of contact with provincial governments and Provincial Reconstruction Teams (PRTs) facilitating a two-way flow of budget and financial information. Advisors also serve as a technical resource to provinces and PRTs, providing information and analyses that will enable the provinces to formulate effective, transparent and realistic budgets and efficiently and effectively execute their budgets. The ideal candidate will have a degree in business, accounting, finance or public administration or related field required; experience in public sector financial management, including use of financial management information systems; quantitative analytic skills, including the use of Microsoft Excel, are essential. International experience and a demonstrated ability to understand budget and financial practices in socialist, post-conflict countries and experience in developing and delivering budget related training is desirable. Advisors must be willing and able to travel to PRTs located outside of Baghdad and Kabul, and operate in an often challenging and unstructured environment. SALARY: Salary will be negotiated in accordance with program regulations based on demonstrated salary history. Salary ranges from $120,830 to $162,900. Overseas benefits are provided as allowed by Federal regulations. Successful applicants will be subject to a security background investigation at the appropriate level and will need to have a medical clearance.
