Description
The Office of Substance Abuse and Mental Health Administration (SAMHSA), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to the University of Wisconsin, College of Engineering, NIATx National Program Office, 1110 WARF Office Building, 610 Walnut Street, Madison, WI 53726. The approach to SAMHSA’s internal process improvement has been based on the model developed by the Network for the Improvement of Addiction Treatment (NIATx), a partnership between the Robert Wood Johnson Foundation's Paths to Recovery program, SAMHSA’s Center for Substance Abuse Treatment's Strengthening Treatment Access and Retention (STAR) program, the National Institute on Drug Abuse, and a number of independent addiction treatment organizations. NIATx works with addiction treatment providers to make more efficient use of their capacity and shares strategies for improving treatment access and retention. The purpose of this request is to provide additional training through the NIATx Change Leader Academy that will provide staff with additional skills to support the direction of a SAMHSA Process Initiative. The trainings provided will focus on improving or developing the skills used to assess and analyze work processes; group facilitation methods; data collection and documentation of results; sustaining change efforts; and communicating results. The project is viewed as a continuation of an overall 18-month effort beginning in October 2007 through March 2010. The contractor shall be responsible for but not limited to the following tasks. Work with the SAMHSA staff lead for process improvement, deliver training on the NIATx model of process improvement through the Change Leader Academy. Provide follow up training on the following topics: Group facilitation and decision making; ensuring positive team dynamics; and conflict resolution. Developing an implementation plan and rolling out a pilot project Data – identifying baseline; what to do when there is no data; tools for measuring change Planning to sustain positive change Communicating results – communicating for your audience The consultation includes the following tasks: 1. In consultation with the Government Project Officer, develop a training plan for conducting a six month Change Leader Academy at SAMHSA. The training plan and Change Leader Academy will incorporate up to 3 actual projects for participants to engage in a “do-as-you-learn approach. 2. Identify appropriate trainers/consultants based on the approved training plan. 3. Participate in regular conference calls to discuss progress. 4. Travel to SAMHSA to conduct training and consultation on a monthly basis. 5. Provide telephonic and email technical assistance re: measurement of progress, and measurement of change cycles, internal team and external agency communication; change cycle intervals, and change cycle interventions. 6. Develop, collect and analyze participant feedback from each training event and provide results to GPO. 7. Participate in a close out meeting/briefing with the GPO and senior SAMHSA leadership to present results of the Academy. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
