- The purpose of this amendment is to correct the original posting for easierviewing. The information is the same. The U.S. Army, Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS), Picatinny Arsenal, NJ is seeking contractor developed designs forthe 5.56mm, M995 Armor Piercing (AP) Cartridge. The Government contemplatestesting contractor designs to determine their capability against theperformance specifications. These items are currently procured in accordancewith Government performance specifications, as there is no current USGovernment Technical Data Package available for this item. The Governmentcontemplates soliciting from capable contractors a quantity of 2,000 each ofthe 5.56, M995 AP cartridges for testing. As a result of entering into anycontractual instrument with any contractor, the Government will NOT be sharingany resultant data from Government testing, except perhaps a cursory pass/failbased on current M995 requirements. No quantifiable or comparison data willbe released by the Government. The 5.56mm AP cartridges provide enhancedpenetration capabilities against lightly armored vehicles and fortificationsas compared to the standard 5.56mm, M855. The 5.56mm, M995 will be used inthe M16 rifle, the M4 carbine and the M249 Squad Automatic Weapon. Allresponsible interested sources are encouraged to submit their companyinformation along with their capabilities to produce the 5.56mm, M995 APcartridge, a Rough Order of Magnitude (ROM) and projected delivery schedulefor the cartridges. This information shall be submitted no later than 15 daysfrom the initial publication of this notice to: Commander, U.S. Army JM&LLCMC Acquisition Center, ATTN: AMSML-AQ-MA, Bradley Borek, Bldg. 10, PicatinnyArsenal, NJ 07806-5000 or at bradley.borek@us.army.mil. Please includecompany name, address, telephone number, and technical point of contact,brochures/literature. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THEGOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Governmentwill not pay for any information submitted under this announcement. Electronic submittals are preferred. See Numbered Note 25.
