Description
The Office of Substance Abuse and Mental Health Administration (SAMHSA), Center for Mental Health Services (CMHS), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to the Campaign for Mental Health Reform, 1101 Fifteenth Street, NW, Suite 1212, Washington, DC 20005. SAMHSA is interested in learning the driving ideas, positions of stakeholders, and analyses of proposed and pending healthcare reform efforts on the substance abuse and mental health systems. Specifically, an analysis of specific bills addressing healthcare reform with recommendations on how to reflect the views of stakeholders in the healthcare debate. All reports, statistics, or tables produced under this project shall be the property of the Federal government, which includes the Center for Mental Health Services (CMHS) and the Substance Abuse and Mental Health Services Administration (SAMHSA). SAMHSA or CMHS may utilize, print, or disseminate such material without further charge. No other articles or publications which rely substantially on materials produced under this project shall be published by either party without prior consultation and approval. The contractor shall be responsible for but not limited to the following tasks: Meet with the Project Officer and other CMHS/SAMHSA staff in order to determine the best approach for accomplishing the tasks covered by this contract. The Project Officer and other CMHS/SAMHSA staff will review plan for consistency with Center priorities and guidance. Modify the work plan in response to comments provided by the Project Officer. From these resources, identification of specific themes and opportunities for substance abuse and mental health to have value added opportunities. Strategic dentification of gaps in a whole health approach to healthcare reform to include mental wellness, mental illness prevention, and recovery support services in substance abuse and mental health services. Identification of barriers to be overcome by substance abuse and mental health constituencies, including data sharing, organizational positioning, turf issues, and so on. Prepare a written report based on the analyses of the healthcare reform domains described, provide targeted interpretation, described opportunities for reform respective of the mental health and substance abuse services it supports. Provide recommendation on the future outlying years of healthcare reform and opportunities and consequences for substance abuse and mental health service systems. SAMHSA intends to participate, recreating or initiating a similar effort would not only be duplicative but also create undue financial expense and hardship to the Government. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
