- RECOVERY--The Mission & Installation Contracting Command Fort Leavenworth, Blockburger Terrace, Building 338, Fort Leavenworth, KS 66027 intends to issue a solicitation to Repair the Frontier Conference Center at Building 318, Fort Leavenworth, KS 66027. The North American Industry Classification System (NAICS) code for this project is 238220, heating, ventilation and air-conditioning (HVAC) contractors with a small business size standard not to exceed $14,000,000 gross annual receipts. The Federal Supply Code (FSC) is Z112, maintenance, repair, and alteration of conference facility. The Place of Contract Performance is Fort Leavenworth, KS 66027. The resulting contract will be a total small business, firm fixed price contract. The basic period of performance is 365 days. The Frontier Conference Center is approximately 45,440 square feet. This project consists of a base bid item and three optional items. The optional line items are subject to availability of funds. Base Bid: includes replacement of a majority of the existing HVAC equipment with a new HVAC system with multiple variable-air-volume air handling units, addition of a new web-based Automated Logic Corporation BACnet DDC control system, remove asbestos piping insulation, installation of ductwork, insulation, piping, valves; testing and balancing, replacement of the heating and chiller plants, replacement of ceiling grid and tiles, remove wall paper, repair or replace gypsum wallboard, and painting. Optional item one: The upgrade to make ADA accessible the first floor bathroom to include removal and replacement of flooring, wall covering, ceiling, lighting, bathroom partitions, removing masonry and wood stud walls and installing new wood stud walls, suspended ceiling and lights, doors and door frames, porcelain wall and floor tile, toilet fixtures, toilet compartments and accessories and miscellaneous finish materials. Optional item two: ballroom lighting, ceiling repairs and miscellaneous repairs to include replacement of the drop ceiling with a hard ceiling, replacement of all light fixtures in the ballroom area, installation of a dimmer panel and controls, installation of the hard ceiling, raise the sprinkler system, and reinstallation of existing fire protection devices. Optional item three: replacement of lighting fixtures throughout the remainder of the building to include new control fixtures in several locations. The magnitude of this project is between $1,000,000.00 and $5,000,000.00. This Invitation for Bid (IFB) will be posted under Solicitation Number W91QF4-09-B-0002 on approximately July 21, 2009.
