- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W91248-09-R-0022 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those included through Federal Acquisition Circular 2005-33. This solicitation is 100% set-aside for small business concerns. The NAICS Code is 327390 and the small business size standard is 500 employees. Items required are as follow: Item 0001: Precast Concrete Huts with windows/doors/culvert entries, 9 ft long x 11 ft wide x 8.5 ft high (external dimension) with open bottom and 6 in. walls & top slab. Cast with #4 rebar at 12 O.C. and 4,000 psi tested at 28 day concrete. Doors framed with treated lumber. Windows framed with treated lumber and exposed rebar. Concrete shall be tinted and vendor shall attach roof attachments to walls; huts to be assembled on site(s) 68 each; Item 0002: Precast Culverts, 5 ft x 5 ft square (interior) x 4 ft length culverts, concrete to be tinted to match the huts, 16 each; Item 0003: Precast Entry Culverts, 60 in x 72 in x 48 in long with 8 in walls, tinted to match the huts, 4 each; Item 0004: Elbow (Corner) Culverts, 60 in x 60 in x 72 in long elbow culverts with 8 in. walls tinted to match the huts, 4 each; Item 0005: Box Culverts, Inside dimensions are 60 X 60 X 48 long with 8 wall thickness, 40 each: Item 0006: Vault, Connecting 7 ft x10 ft x 8ft; Inside dimensions are 6 ft x 9 ft x 7 ft, walls, ceilings, and floor are 8 thick, Concrete will be tinted a buff color when exposed above ground; 16 each. All items are to be delivered to specific Training Sites located on Fort Campbell, KY. Only the precast concrete huts will require assembly and installation on site. Additional Specifications, Technical Exhibits and Bid Schedule are available for download as indicated below. The provision at 52.212-1 Instructions to Offerors Commercial Items is applicable and is tailored as follows: Paragraphs (b)(4), (d), (e), (i) and (l) are deleted. This provision is also addended to incorporate 52.252-1 Solicitation Provisions Incorporated by Reference (Fill-in information - www.gsa.gov); 52.204-6 Data Universal Numbering System (DUNS) Number; 52.204-7 Central Contractor Registration; 52.216-1 Type of Contract (Fill-in information, firm fixed-price); and 252.204-7001 Commercial and Government Entity (CAGE) Code Reporting. The provision at 52.212-2 Evaluation Commercial Items is applicable; evaluation factors are Price and Past Performance. Price is significantly more important than past performance. Offerors shall submit with their offer a listing (maximum of three) of recent relevant contracts they have performed in the last three years similar in scope to this requirement. Listing shall include description of contract, contract number, point(s) of contact, telephone number and email address, dollar amount of contract, and period of performance. The Government intends to make award to the low priced, technically acceptable, responsive and responsible offeror whose offer is most advantageous to the Government considering only price. The successful offeror must be registered in CCR (Central Contractor Registration). CCR website is https://www.ccr.dlis.dla.mil/ccr/scripts/index.html. Offerors are instructed to submit the following documents with offers: Completed Offer Schedule; Completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications Commercial Items, and DFARS Provision 252.212-7000 Offeror Representations and Certifications Commercial Items or a statement that Representations and Certifications are available at the ORCA website. Vendors shall also submit financial and customer references (name of financial institution where business bank account is located, supplier names where accounts are established, account numbers, names of customers, points of contact, and telephone numbers). This information will be used to determine responsibility for the successful offeror.
