Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov/ and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Interested parties may use either site to access information posted by NSWC Crane. The Government received an unsolicited proposal from Indiana University Purdue University Indianapolis (IUPUI) for research into safety and early detection of Lithium Ion batteries failures. The Government anticipates negotiations with IUPUI will occur on a sole-source basis. The effort is anticipated to take three years to complete, and it is anticipated that efforts for years two and three will be priced options. IUPUI will utilize Delphi to provide experience on commercial applications of Li-ion batteries, and NSWC Crane will be utilized to provide experience on military applications and additional testing capabilities. The expected outcome of this effort is to improve pack safety by early failure detection; understand the system, cell, component and material root causes leading to failures under both normal and extreme conditions; identification and development of non-intrusive methods to detect early signs of hazardous failures under both normal and extreme conditions; and development of a practical, cost effective and reliable early failure apparatus and safety monitor useful for commercial and military Li-ion battery applications.All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this synopsis.
