- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under the authority of the FAR 13.5, test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996). The justification is Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Field Intelligence Group - Los Angeles (FIG LA) proposes to renew a contract with ABM Industries Incorporated, 551 5th Ave Ste 300, New York, NY, on a sole-source basis to lease 20 reserved and secure parking spaces in the underground parking garage at the One World Trade Center, Long Beach California where DHS FIG LA lease office space. The parking space will be used to park Government owned law enforcement vehicles that are equipped with expensive and sensitive equipment. The parking garage mentioned meets the requirements of: a.) allows agents to retrieve their weapons and other gear from secured storage in their office area and quickly and safely travel to their vehicles when responding to a call; b.) 24-7 reserved covered parking providing a 24 hour electronic surveillance and security patrol 24-7; and c.) parking limited by secure access to the parking area by key security card. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by Monday 13 July 2009, 10:00 a.m. EST will be considered by the Government solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
