- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation for this work and this solicitation is a Request for Proposals (RFP). The US Fish and Wildlife Service, Region 5 has a requirement for an Amphibious Tracked Marsh Vehicle with 3pt hitch and rotary cutter for the Blackwater National Wildlife Refuge, Cambridge, MD. Performance specifications can be requested by FAX 413-253-8450 or by email to Gary_Dupuis@fws.gov. Your request must include your company name, address, telephone and fax numbers, point of contact, and should reference the solicitation number and subject title listed above. This is a small business set-aside. The NAIC code for this work is 333120 with a small business size standard of 750 employees. The following commercial clauses will be incorporated into the contract for this work and are in effect through Federal Acquisition Circular (FAC) 2005-32: 52-212-3, Offeror Representations and Certifications-Commercial Items - complete "Online Representations and Certifications" (ORCA) at "http://www.bpn.gov".52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and conditions Required to Implement Statutes or Executive Orders-Commercial Items.52.204-7, Central Contractor Registration (Jul 2006) Clauses are available for download or review at: http://www.acqnet.gov/far/index.html A best value determination will be made based on an evaluation of proposed vehicle specifications, vehicle cost and past performance factors. The award will be made to a small business, who is CCR (central contractor registration- www.ccr.gov ) registered. Any vendor receiving an award will be required to be set up for EFT (electronic funds transfer). Proposals are due by July 31, 2009 at 4:00 pm local time.
