- This synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only notice; a paper solicitation will not be issued. Request for Quotation (RFQ) number 09-Q-E007820B shall be referenced on any technical quote and price quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This Request for Quotation (RFQ) is being conducted as a 100% small business set aside. The Federal Bureau of Investigation (FBI) has a requirement for the following: CLIN 0001: Purchase of Laser Safety glasses. Quantity: 460 each. Quote prices FOB Destination Quantico, VA 22135. A minimum quantity of 60 pairs are required to be delivered within 2 weeks after award. The remaining 400 can be sent as partial shipments if necessary. Specifications: Laser Eye Protection includes the frames and lenses for eye protection of accidental and momentary exposure to stray laser light and diffuse reflection of laser light ranges. Lens Laser Filter Specifications: Shall be polycarbonate and must meet 3+ OD @ 820nm - 1720nm optical densities. ANSI Z 136.1 is required for protection against possible exposure to laser light. Frame Specifications shall include: Universal size, light weight, durable, side shields (either blocked or see-thru), adjustable temple, and maintain a full field of view when worn over prescription lenses. Frames shall have the ability to be worn comfortably over prescription glasses (Rx frames) or alone. Color: Black. Frames shall include a hard case for storage when not in use and shall include a cleaning cloth. The North American Industrial Classification System (NAICS) number is 333314 and the business size standard is 500 employees. The Government will award a firm fixed price purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose technically acceptable offer conforms to this combined synopsis/solicitation. Award will be based on the lowest price technically acceptable price quote. Award shall be all or none. Vendor must be able to meet all requirements. The Government is not responsible for locating or securing any information which is not identified in the quotation but may do so at its discretion. Please carefully review the commercial item FAR clauses for information about requirements and instructions for submitting a quotation. Clause(s) that apply to this RFQ are Clauses incorporated by reference may be accessed in full text at www.arnet.gov. The following provisions and clauses apply to this procurement: FAR 52.212-2 Evaluation - Commercial Items (Jan 1999). (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Technical acceptability, past performance and price. Technical Acceptability and past performance when combined are more important than price. (b) Options. The government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offeror's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. However, the FBI also reserves the right to conduct discussions, if later determined to be necessary. Representations and Certifications shall be completed via the (ORCA) website at http://orca.bpn.gov. All contractors shall be registered in the Central Contractor Registration database to be considered for award. Registration is free and can be completed online at http://www.ccr.gov All quotes from responsible sources will be considered. Quotes shall be accepted electronically only. Questions shall be submitted on or before Wednesday, July 8, 2009 at 1:00 PM EST. Responses are due on or before Friday, July 10, 2009 at 10:00 AM EST.
