- Description
- The United States Department of Homeland Security (DHS) Science and Technology Directorate (S&T) intends to negotiate and award, on a sole source basis, a purchase order with Applied Biosystems, with offices located at 850 Lincoln Centre Drive, Foster City, California, for the repair and maintenance of an Applied Biosystems DNA Analyzer located at the Plum Island Animal Disease Center (PIADC). This proposed action is under the authority of FAR Subpart 6.3, Other Than Full and Open Competitions, specifically 6.302-1 such that Applied Biosystems represents the only one responsible source and no other suppliers will satisfy agency requirements. Applied Biosystems is the sole distributor in the United States and the only U.S. supplier of the parts. The anticipated date for purchase order award is 13 July 2009. In addition, this proposed procurement will be conducted under Simplified Acquisition Procedures (SAP). This notice of intent is not a request for competitive proposals and an RFQ will not be issued. Interested parties may submit information for consideration by the Government to janet.herman@dhs.gov, referencing this notice, no later that 10:00 am Eastern Standard Time on 9 July 2009. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
