- Description
- RECOVERY Synopsis: On July 24, 2008, the Department of Energy (DOE) and the EPA entered into an Interagency Agreement as a result of Public Law 110-161. The public law directed the DOE to utilize funding to enter into an Interagency Agreement with The EPA to conduct a joint comprehensive radioactive characterization of Area IV of the Santa Susana Field Laboratory (SSFL) at the Energy Technology Engineering Center (ETEC) site. Under the current Interagency Agreement the DOE provides funds to the EPA so that EPA can 1) conduct a background study to determine site specific background values for radiological contaminants at the SSFL, 2) develop a scope of work, schedule and cost estimate for the first phase of a radiological survey of SSFL Area IV and buffer zone areas adjacent to Area IV, 3) conduct a Historical Site Assessment (HSA) evaluating past radiological activities at SSFL, and 4) develop a workplan for a Radiological Study of SSFL Area IV and Buffer Zone areas adjacent to Area IV. There is no additional work being added to the Interagency Agreement that is currently in place with the EPA. The Recovery Act funding will be utilized to fund work that was intended when the Interagency Agreement was executed. Because of a lack of funding availability, the DOE could not fund the Interagency Agreement fully at the time of execution. This funding will allow the DOE to fund the EPA, as required by Public Law No. 110-161, enabling EPA to complete the radiological characterization effort required for completion of cleanup at the ETEC site, on or ahead of schedule. Rationale for using other than a fixed price and/or competitive award: Competition was not considered due to Congressional direction to enter into an Interagency Agreement between the DOE and the EPA DUNS# 128335200
