Description

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT under the authority of FAR6.302-1 to Biomark Inc., 703 Americana Blvd Ste. 150, Boise, ID 83702-6754. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements. Biomark Inc. is the only known source that provides a 8mm PIT tag. The Government requires the size 8mm tag in order to lower the mortality rate during the initial tagging event of the 25-30 mm hybrid striped bass. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 2:00 p.m. CST on July 28, 2009. Such capabilities/qualifications will be evaluated solely on determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to anduin.jaster@ars.usda.gov with the solicitation number referenced in the subject line. The period of performance will be a 4 week delivery after ARO.
