Description
508th ACSG/PK is pursuing market research on behalf of 502 Aircraft Sustainment Squadron F-16 International Programs. 4 Foreign Military Sales (FMS) countries require Advisory and Assistance Support (A&AS) support: two Technical positions; one Logistics position; and one Configuration and Data Management position. Intended period of performance for one Technical Support person; is basic beginning Nov 1, 2009 through Dec 31, 2010, plus two option years. The rest of the positions are for one basic year from date of award and four option years. Personnel are required to have a Secret facility clearance and a DD 254 will be required. Support is to be provided at Hill AFB, UT, office space provided, co-located with other personnel supporting FMS programs, with some travel in accordance with JTR, CONUS/OCONUS, as program requires. Contractors will be required to work within Federal Acquisition Regulation (FAR) 9.5 Organizational and Consultant Conflicts of Interest. Also, performance based services approach will be used. Interested/capable sources for the total requirement should provide a statement of interest with the following information: 1. What is your company name, address and background? 2. Who is your company Point of Contact (POC) for this initiative? 3. We are proposing using North American Industry Classification System (NAICS) code 541611 for this procurement. As you understand the requirements of this program, NAICS code you would recommend? 4. If a Small Business, do you qualify as any sub-category? (i.e. 8(a), HUBZone, SDVOSB, etc.) 5. Would you see yourself as a Prime or Subcontractor? 6. If not a Prime contractor, why? 7. Have you ever been awarded a Government contract? 8. If so, with what Agency? 9. Technical capabilities statements. 10. What is your understanding and experience with Foreign Military Sales (FMS)? Total response should not exceed 8 pages (less is preferred). The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this notice. Responses to this notice will not be returned. Whatever information is provided in response to this notice may be used to assess tradeoffs and alternatives available for determining how to proceed in any RFP. The information provided may be utilized by the AF in developing its acquisition strategy. The information resulting from this RFI may be included/combined with other submissions in one or more alternatives considered. Any proprietary information that is submitted may be used in establishing requirements but specific information will be safeguarded as proprietary. Do not submit any classified information. Please note: Submissions may be viewed by non-Government personnel. Under separate action the AF may contract to provide services such as technical, evaluation, and acquisition management support. Any such service contracts will contain an organizational conflict of interest clause that requires service contractors to protect the data and prohibits the service contractors from using the data for any purpose other than that for which the data was presented.
