- Description
- RECOVERY - Synopsis: Contract DE-AC24-05OH20192 is a Cost plus incentive fee Small Business Set-Aside contract awarded to LATA/Parallax Portsmouth. The contract has been modified to allow for performance of all preliminary planning activities in support of the American Recovery and Reivestment Act. Lata Parallax Portsmouth shall perform all planning actvities necessary for the demolition and disposition of all materials for various buildings at the Portsmouth site. ARRA funding in the amount of $4,600,000 is added to the contract. The period of performance is 90 days from the issuance date of the modification. Rationale for using other than a fixed price and/or competitive award: Use of fixed price contracting is not feasible because the risk involved in environmental remediation work is high and cannot be predicted with an acceptable degree of certainty. Performance uncertainties cannot be identified and reasonable estimates of their cost impacts cannot be made. The work contracted for under the 90-day planning modification falls within the definition of remediation and has been determined to be within the scope of the contract. Additionally, Paragraph C.2.0.0, of the contract, Contract Purpose and Scope, states: There may be additional Portsmouth remediation work identified during performance of this contract which may be considered to be within the scope of this contract as determined by the Contracting Officer. Impact of changes directed by the Contracting Officer will be evaluated for impact to the Target Cost of this contract pursuant to the "Changes" clause. Vendor DUNS: 175892327
