Description
The Strategic Systems Programs (SSP) intends to issue a sole source contract to Northrop Grumman Information Systems (NGIS) for system hardware and software engineering, technical support and disaster recovery services for the SSP financial planning system, REMIS (Resource Management Information System) System. The contract will be for 1 year (FY10) plus 4 Option Years FY11-14. REMIS is an enterprise application and failure of this application would adversely affect the organization's ability to complete the SSP Mission. SSP has a requirement to keep REMIS operational until the arrival of NAVY's Enterprise Resource Planning (ERP) in 2013. NGIS is the only known source capable of meeting this requirement. NGIS together with its predecessor organization, have supported REMIS continuously since its inception, and possesses system manuals and documentation that are out of print and no longer available. They have specific expertise and experience with the versions of the database and operating systems that would be impossible to find elsewhere. All of REMIS's component software and hardware is now unsupported by industry. The successful completion of the requirement, within the time frame required by this procurement request, is dependent upon existing historical knowledge, technical expertise and analytical approaches gained from performing the hardware and software system design and the continuing system support over the past twenty-plus years. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Numbered Note 22.
