- This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NOI9109 issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-33. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure laboratory instruments on a sole source basis from Illumina, Inc: 1) SY-301-1301 Genome Analyzer IIx (GAIIx) to include analyzer, workstation computer, flat panel monitor, sequencing control software, pipeline analysis software, installation kits and standards, installation and training, and 12 months warranty including parts and labor; 2) SE301-1002 PE Module (Stand-Alone) to include the Solexa Paired End (PE) Module, installation kits and standards, 12 months parts and labor warranty; 3) SE-301-1003 Genome Analyzer Pipeline Analysis Server - computer server hardware installed and preconfigured with the Genome Analyzer Pipeline software, includes Hewlett Packard support-maintenance package and standard 3 year warranty; 4) SY-301-2001 Cluster Station (0100-0004) to include the Cluster Station, computer, flat panel monitor, system software, installation kits and standards, and 12 months parts and labor warranty. NIAID will use this equipment for high-throughput sequencing of HIV-specific CD8 T cells. The data will be used to determine the clonotypic structure of T cell responses in both the pathophysiological disease state of HIV as well as the generation of clonal hierarchies in and HIV-specific vaccine setting. To be considered for the generation of reliable and readable sequence results, the instrument must meet the following criteria: 1) use parallel sequencing technology for genetic analysis and functional genomics; 2) provide accurate reads using low levels of starting material (as low as 100 ng for many gDNA samples); 3) provide completely automated clonal amplification of single molecules, eliminating variability due to user intervention and eliminating the need for emulsion PCR; 4) automated solid-phase sample amplification to produce clonal DNA clusters for as many as twelve samples per channel for all eight channels simultaneously; 5) generate more than fifteen million DNA clusters per channel of eight channel flow cell with each cluster containing approximately one thousand identical copies of each original DNA sequence. Illumina is the only known company that can provide NIAID's requirement. Delivery will be made to Bethesda, MD, 20892. The FOB point shall be Destination. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.406-7 Central Contractor Registration (2003).
