- STATEMENT OF WORK Scientific Support of the Least Tern & Piping Plover Management Program, Emergent Sandbar Habitat Program and Information Data Management Team For the Missouri River Recovery Integrated Science Program SCOPE. Under this scope of work the contractor will develop and conduct educational outreach for the Integrated Science Program (ISP), will organize and update the ISP reference material library, conduct quality assurance reviews and prepare quality assurance reports for the Least Tern & Piping Plover Management Program (TPMP) and for the Emergent Sandbar Habitat Program (ESH). See Tasks below for more details. ORGANIZATION. U.S. Army Corps of Engineers CENWO-OD-TT Gavins Point Project PO Box 710 Yankton SD 57078 TASKS. The contractor shall: 1. Develop and conduct interpretive/educational presentations for each of five target audiences: (1) elementary students, (2) middle and high school students, (3) post secondary students, (4) civic organizations and (5) government agencies. These presentations will include: a) Microsoft Office Power Point programs on the Missouri River Recovery Program (MRRP) and endangered species of the Missouri River ecosystem. b) Educational materials on MRRP and endangered species issues. These will include packets of MRRP and endangered species materials prepared by the contractor that will explain the importance of restoring the Missouri River. DELIVERABLES. Deliverables will include: "Three (3) Outreach PowerPoint programs on the Missouri River Recovery Program and endangered species of the Missouri River to applicable to elementary, middle and high school students during the contract period. "Two (2) Outreach PowerPoint programs on the Missouri River Recovery Program and endangered species of the Missouri River applicable civic and non-government organization groups during the contract period. "Outreach presentations of at least twenty (20) and not more than forty (40) during the contract period 2. Development of an Interpretive Outreach program in conjunction with the Missouri River Institute to include: a). an interpretive study plan to include pages on the following topics: 1. Missouri River a. history b. endangered species c. recovery 2. Outreach a. teacher lesson plans b. games and activities for students c. data collection by students DELIVERABLES. Deliverables will include: "Documentation of interpretive study plan developed in conjunction with the Missouri River Institute to be completed before the end of the contract period. 3. Organize and update the ISP library to include: a). Examining on-line Corps of Engineers digital library scientific journals relevant to the ISP for articles and then including those articles in the ISP library. b). Update the ISP library database with articles found by ISP members. DELIVERABLES. Deliverables will include: "Updated ISP Library Database with monthly reports. 4. Support of the Tern & Plover Management Program (TPMP) to include the following tasks: a). Will develop a training program for permanent and seasonal employees engaged in the least tern and piping plover monitoring program covering all aspects of the TPMP. b). Will conduct the TPMP training program at times and locations determined by the TPMP manager. c). Conduct quality assurance of tern and plover data inputted in the tern & plover data management system (TPDMS) and submit a report of findings to the TPMP manager. d). Provide technical support to field offices to ensure that tern and plover data is collected efficiently and in a timely manner. This will be done by answering phone and TPMP Message Board inquiries. Phone conversations will be logged and documented. DELIVERABLES. Deliverables will include: "TPMP Training PowerPoint for monitoring crews to be completed before the end of the contract period. "TPMP Training presentations of at least two (2) and not more than four (4) during the contract period "Quality assurance reports on least tern and piping plover data inputted into the TPDMS Database. Reports will be made weekly throughout the breeding period. "Logs of phone conversations documenting assistance to field offices conducting TPMP work. "Documentation of TPDMS Message Board inquiries and answers "Quality assurance reports on habitat data inputted into the TPDMS Database. Reports will be made weekly throughout the breeding period. 5. Support of the Emergent Sandbar Habitat (ESH) program to include the following tasks: a. Conduct quality assurance of habitat data inputted into the TPDMS and submit a report of findings to the ESH program manager. b. Review and provide recommendations for proposed ESH projects on the Missouri River and submit a report of findings to the ESH program manager. c. Field collection of ESH data and input data into the TPDMS. d. Conduct ESH maintenance and functionality research and submit a report of findings to the ESH program manager. DELIVERABLES. Deliverables will include: "Reports and recommendations on proposed ESH projects. Reports will be done quarterly. "Reports and recommendations on ESH maintenance and functionality research. Reports will be done quarterly. "Documentation of field collection of ESH habitat data. CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE REQUIRED. Knowledge in the use of the following software programs: Microsoft Word, Access, Excel, Publisher and PowerPoint. Possession of a valid state drivers license. Possession of a valid U.S. government boat operators license. PERIOD OF PERFORMANCE. The period of performance begins on or about August 1, 2009 and ends before August 1, 2010. PLACE OF PERFORMANCE. The place of performance is CENWO-OD-TT, Gavins Point Project, 55245 Highway 121, Crofton NE 68730, Cedar County, Nebraska. TRAVEL. The duties listed above will require some overnight travel. Travel costs will be the responsibility of the contractor. OPERATIONAL HOURS. Labor will be based on 8 hour days, 5 day weeks, Monday through Friday on an as needed basis. No work would be conducted on federal holidays. GOVERNMENT-FURNISHED EQUIPMENT, BADGE, KEYS AND/OR FACILITIES PROVIDED. Government will provide building access keys, a desk, telephone, computer, common access card (CAC), software and hardware for job performance. GOVERNMENT PROJECT OFFICER. The Government Project Officer will provide instructions on limitations and deadlines, and is responsible for administration of the task order in compliance with the contract to include inspection and acceptance of deliverables.
