- NAICS Code: 334516 The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with BD Biosciences for the purchase of an upgrade to a FACSaria (flow cytometer) located inthe AWBERC Biocontainment Suite, so it continues to operate according to current factory specifications. The USEPA requires a contractor that possesses the unique capabilities of removing and replacing the existent fluidics system safely and updating the electronic hard and software, so the instrument works according to current factory specifications as described below:The contractor shall provide a complete system upgrade on the FACSaria I to provide improved aseptic setup and improved electronic cell separation. This upgrade will not only improve the safe operation of the instrument but will upgrade our existing BD FACSaria I to the specification of state-of-the-art instrumentation. The contractor shall: 1. Upgrade and install a complete system upgrade on the existing BD FACSaria I, Ser. No. P07800005 to convert this instrument to the equivalent of a BD FACSaria II. 2. Install, as part of this upgrade, a BD FACSaria II fluidics system featuring improved aseptic sort setup. 3. Provide a new fluidics cart containing a 10 L stainless steel, autoclavable, pressurized sheath and pressurized ethanol shutdown tank (5 L). 4. Provide a new flow cell supporting additional nozzle sizes including 70, 80,100, and 130 micron nozzles. 5. Connections to allow for improved aseptic sort setup. 6. Provide an automatic laser shutter. 7. Provide BD FACSdiva 6.1 software and necessary computer hardware required to support the new software. 8. Provide BD FACSaria II sort block with new deflection plate design. 9. Remove the plenum and install improved tubing and an integrated valve manifold. Also, install a new sample line pinch valve. 10. This service is to be provided on-site at the U.S. Environmental Protection Agency, in Biocontainment Suite Room 344, 26 West M.L. King Drive, Cincinnati, Ohio 45268. The date and time of this service is to be arranged with the project officer. BD Biosciences is the only known source able to satisfy the Government's requirements. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
