- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 1156217 and is issued as a request for quotation (RFQ.) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. The National Institute on Drug Abuse (NIDA) has a requirement for a consolidated wireless billing service. The NIDA has various wireless providers with various types of plans. It is a goal of the NIDA to provide all billing on one platform. The NIDA has 56 AT&T Annual National Calling 450 minutes monthly (voice plan); 120 Cingular Transfer Annual Blackberry Premium Access Unlimited MB Monthly without voice (phone data plan); 20 Cingular Transfer Annual Data Connect Unlimited MB Monthly Without Voice (PC Card data plan), and 40 Cingular Transfer Annual Blackberry Premium Access Unlimited MB Monthly with voice (phone data plan.) Provision 52.212-2, Evaluation-Commercial Items states the specific evaluation criteria (technical most important) 1) ability to provide a consolidated wireless billing service on one platform; 2) past performance (up to 3 projects of similar scope and size. 3) Offeror's prices will be evaluated on a best value basis. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
