- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, has a requirement for the Tomahawk Program Office for the repair of nine (9) Government owned Model 51240-1 cooling units. This cooling unit is the critical component required to cool the BLK III Tomahawk Cruise Missile Guidance Set (CMGS). The cooling unit was custom designed specifically for the BLK III GTS in the 1995-1996 timeframe and underwent extensive qualification tests and one redesign before ultimately being accepted by the Government. Electro Impulse Laboratory, Inc. designed the Model 51240-1 cooling unit to meet the Government's specifications. Therefore, the repair of the nine cooling units is being sole sourced to Electro Impulse Laboratory, Inc., 1805 Route 33, P O Box 278, Neptune, New Jersey 07754-0278, as Electro Impulse is the original equipment manufacturer. The original design documentation is proprietary toElectro Impulse. The estimated repair schedule of the nine cooling units is as follows: Four (4) units sent for repair at time of purchase order award; 2 units sent no later than late February 2010; 1 unit sent mid-March 2010; and 2 units sent end of March 2010 or 125 days prior to the end of the purchase order, whichever comes first. The purchase order will be set up for partial delivery and terms for partial payment. The Request For Quote (RFQ) Number is N00178-09-Q-3042. The required delivery - all units to be repaired within a 12 month period of performance. Award is to be made under Simplified Acquisition Procedures in accordance with FAR 13 as a Firm Fixed Price purchase order. The NAICS Code is 334220 and the FSC Code is 4130. Pricing will be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, Building 1580, 5370 Marple Road, Dahlgren, VA 22448-5165. Therefore, the quote must include all applicable shipping charges. THIS ANNOUNCEMENT CONSTITUTES THE ONLY REQUEST FOR QUOTATION, AS ALL ITEMS ARE SPECIFIED UNDER THIS NOTICE AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The closing date is 15 July 2009, 12 Noon Eastern Standard Time. Anticipated award date is 20 July 2009.
