Description
Sample photo in JPG format The purpose of this amendment is to answer to recent questions regarding the solicitation or concerns from interested parties. The following questions have been submitted to the NIST office: Question 1: PWS section, Item 1, Par. 2 states: "Provide Chemical Reference Data Group personnel with expertise in digitizing 35 mm microfilm to JPEG format with grayscale quality without losing any data". The section "without losing any data" is the clause on which we are requesting clarification. To explain our reasoning on this... the standard JPEG image format utilizes what is known as a "lossy" compression algorithm. Lossy compression infers the discarding of some image data in order to achieve a high compression ratio, and this is done for the purpose of reducing file size. Alternatively, lossless JPEG compression is available at additional cost, but the resulting files are considerably larger and more cumbersome to deal with from storage, transport and bandwidth standpoints. We need to understand your needs regarding this detail in order to respond accordingly to the intent of the RFQ. NIST Response: Data refers to visual appearance of spectrum (loss of compression) Question 2: The entire section beginning with "1194.24 Video and multimedia products." (a) through (e) seem to have nothing to do with this RFQ. Can we ignore this portion of the solicitation text? NIST Response: Section 508 requirements are not required. Questions 3: In PWS number 2, there is a reference to an interface that will enable the user to navigate to individual files and search by roll and image number. Is this expected to be a separate software product issued by the vendor? Or can we simply recommend a means to view them – i.e. Acrobat Viewer and File Browser? NIST Response: What is needed is a way to quickly locate and view individual scans. We must be able to locate scans by roll and image number. Question 4: The RFQ stated that you wanted the contractor to Provide Chemical Reference Data Group personnel with expertise in digitizing 35 mm microfilm to JPEG format with grayscale quality without losing any data. Can I assume that the personnel will come to our facility for training? NIST Response: This section is being deleted from the solicitation since no training is required Question 5: Regarding the above question—Have you considered the need to purchase equipment for your personnel to use when they digitize microfilm. NIST Response: NIST has no plans to purchase equipment. Questions 6: Can you provide us with one sample image so we may see what exactly we are working with? NIST Response:A sample image is provided as an attachment in this amendment Question 7: Is there a limitation as to distance the microfilm can be shipped for scanning? NIST Response: The Micro Film will be delivered to the destination and pick up from the destination by NIST personnel. NIST will not send the Micro Film via postal service or any other service since this is the original microfilm and NIST wants to eliminate shipping mishandlings and potential for damage to the originals. Therefore, because NIST must deliver the original in person, the offerors facilities must be within 120 miles of NIST in Gaithersburg, Maryland. Question 8: Is this job to be kept within the continental USA? NIST Response: Yes, See question 7 Question: Are these DVD’s to be viewed on a computer or a TV? NIST Response: Computer Question 9: If viewed on a computer why do closed captions need to be included on the DVD’s as well as indexing? NIST Response: See question 2 Question 10: If viewed on a computer do you need an audio track to be included on the DVD’s NIST Response: See Question 2 The closing date has been changed to June 10, 2009 at 5:00 Pm ESt to allow time to review the questions.
