- Description
- The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate with Biotechnical Services Inc. (BSI) to complete document preparation for the National Toxicology Program technical reports started on the now-expired Contract Number N01-ES-05453. The requirement consists of conversion of peer-reviewed draft reports prepared by BSI into galley drafts, which includes incorporation of revisions by the study scientist addressing the comments of the Board of Scientific Counselors Technical Reports Review Subcommittee, and/or conversion of galley drafts into print- and web-ready files. The Government estimates that approximately 1080 direct hours of work will likely be involved in the completion of the reports, depending upon the substance of the government's final review. The NAICS code is 511130, Book Publishers. BSI is the only source known that can meet the above requirements. The draft reports were prepared on the QuarkXPress desktop publishing system. Involvement of a third party would necessitate a complex transition that is anticipated to consume more time than the actual completion of the documents themselves. For this reason, BSI possesses unique capabilities, as the original preparer of the draft reports, to complete the reports upon final government review. Authority: 41 U.S.C § 253(c) (1), as set forth in FAR 6.302-1(b). Using a new contractor at this late stage would involve unnecessary duplication of cost to the Government and unacceptable delays in completing the project. However, if any other interested party believes that it can meet the requirements it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NIEHS to determine if the party can meet all of the foregoing requirements. Offers must also be accompanied by descriptive literature, and/or other information that demonstrates that the offer meets all of the foregoing requirements. There is a limitation of 5 pages for the capability statements. Capability statements and related materials must be received in this office by 4.00 p.m. EST on August 5, 2009.
